Result of Service The assignment will be carried out under the direct supervision of the Programme Officers of the Atlantic Ocean based in Abuja, Nigeria. The Consultant will be based at her / his place. No travel is required. More specifically, the Consultant will perform the following tasks: -Provide quality designs for the French versions of the Maritime Crime Factsheets; -Provide quality designs for the Practitioners Manual on regional legal instruments, including bilateral agreements; -Provide quality designs for promotional (pens, notepads, folders, etc) and communication and visibility materials (including banners, flyers, et cetera) for various projects and activities; -Provide quality designs for the Gender Assessment report covering five (5) countries; -Provide quality designs for the Harmonized Standard Operating Procedures (HSOP) for Ghana, Benin, Togo, and Cote d’Ivoire; -Provide quality designs for the Piracy in the Niger Delta (2 nd Edition) research report; -Provide quality designs for the Crime Prevention Strategy developed for the Bayelsa State, as well as the Action Plans developed for three (3) of the communities in the said state; -Provide quality designs for the research report to be developed under the Italian Grant; -Provide quality designs for the VBSS training curriculum; and -Provide final outputs for publishing by the UNODC.

Duties and Responsibilities Piracy, armed robbery, drug trafficking and other illegal acts committed at sea plague the Gulf of Guinea with dire economic consequences for its riparian countries, including Ghana, Benin, Togo, Nigeria, Cote d’Ivoire, and Senegal. Due to the reduced oil-prices and the weakened oil marked, attacks are no longer only targeting oil theft as previously seen, but also involving kidnappings for ransom, similar to what was experienced in East Africa. The lack of prosecution related to piracy and armed robbery at sea continues to undermine efforts to combat such crime. It is important for the region to change this trend and ensure that there is no impunity to attacks at sea. The reason why most countries in West Africa are still not at prosecution stage is due to various factors such as limited national maritime capacities, absence of robust legal frameworks, insufficient domestic justice systems, and other factors inhibiting the legal finish of prosecution related to criminal activities at sea. This is emphasised by the fact that to date, there have been no successful prosecution for maritime piracy in West Africa. UNODC GMCP has been promoting legal reform and training maritime criminal justice practitioners on the Law of the Sea and transnational organised maritime crime matters in the region. The support has comprised of legal assessments conducted with regard to piracy and maritime offences, establishing legal frameworks, and support in developing solid legislation in line with the UN Convention on Law of the Sea (UNCLOS) and other international maritime instruments. The GMCP is working currently on improving the criminal justice action and responses in Gulf of Guinea countries under various projects funded by the US INL, European Union (EU), Germany, Canada and Italy.

Qualifications/special skills An advanced university degree (Master’s degree or equivalent) in graphic design or related field, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - At least 5 years of experience in graphic production from start to published/printed product with knowledge of printing processes and colour management is required - Knowledge of standard software packages related in graphic designer is required - Strong theoretical and practical background in graphic design, including the use of design software’s is desirable - Clear and mature style of design, demonstrating an understanding of the communication requirements of the UN is desirable - Good understanding of new and evolving technologies and digital platforms is desirable

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English and French is required. Knowledge of another official United Nations language is an advantage.
