Organizational Setting

The position is located in FAO Pakistan, based in Quetta. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The following position is at SB3 SC6 level

Pakistan has been experiencing frequent natural disasters and non-coherent economic policies which has affected the overall economy specifically the agriculture sector and livelihood of the people. Outbreak of pandemic and locust attack has damaged agriculture crops and affected the food supply chain in Pakistan. Food and Agriculture Organization (FAO) of the United Nations supporting the Government of Pakistan at national and provincial level through different analytical policy reports on food supply chain, food forecast livestock, forestry, fisheries and climate change management. FAO Pakistan seeks a qualified professional with strong grants management skills to contribute in one of the projects titled “Revival of Balochistan Water Resources Programs (RBWRP) in Balochistan funded by EU. This experience will provide wide scope of work as outlined below:

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan (FAOR); and in close coordination with the Head of Office (Balochistan), the incumbent will report to the Grants Specialist.

Technical Focus

• Ensure compliance of all grants related activities at the regional level while maintaining all processes and contracts management and record keeping. • Actively participate in solicitation process and provide procedural support and compliance guidance to intended applicants. • Support Grants Specialist in convening and facilitating the Technical and Selection Committee meetings. • Regularly document and update about the progress in the regions. • Advise regional team on compliance with FAO’s Grants Operational Manual (GOM) related to grants implementation

Tasks and responsibilities

• Responsible for proper and transparent implementation of FAO’s grants program. • Facilitate in designing and preparation of proposals / concept notes including activity budget and financial analyses; • Support in developing solicitation documents; • Review of grant/contract finances, compliance requirements and reporting through each stage in the life cycle of a grant/contract, from proposal to close out, including adherence to FAO guidelines / regulations and ensuring the correct agreement structure and terms are negotiated with the recipients; • Negotiate the terms and conditions for grants and analyses of budget estimates; • Maintain close coordination with the program, procurement, finance and MEL teams to ensure continuity, accuracy, and adherence to key processes related to grant management, systems used and reporting; • Monitor grant and contract performance to ensure consistency with agreed technical plan and actual implementation and identify risks (if any); • Perform any other relevant duties that may be assigned by the Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in finance, commerce or ACCA certification. • Minimum 5 years of experience in managing grants or similar position; • Working knowledge of English and knowledge of regional language(s) will be an added advantage. • Citizen of Pakistan Residents of Balochistan will be preferred.

Technical/Functional Skills

• Experience of working in grant management in funded projects; Accurate, stringent and able to comply with deadlines; • Prior experience of managing grants in agriculture related projects is a strong plus. • Computer literacy with demonstrated use of word processing, database, and presentation software (Word, Excel, PowerPoint etc.) is essential; • Good communication, reporting and presentation skills in English (both written and spoken). • Knowledge of United Nations and International Organizations’ administrative policies and procedures is a plus. • Excellent interpersonal skills and to work in a team-oriented multi-cultural environment • Willingness to travel and ability to work independently, with initiative and minimal supervision • Good knowledge of communication and documentation standards • Continue to seek new, innovative and improved methods and systems for accomplishing the work assigned. Computer literacy with demonstrated use of presentation software (Word, Excel, PowerPoint, Access) is essential; • Ability to move locally for field work within the districts of Balochistan; • Ability to read, write and speak in Urdu and English. Knowledge of regional language(s) will be an added advantage
