Job Description

The Grants and Fundraising Coordinator is the focal point for proposal development, donor reporting, grants information management and grants management, capacity-building efforts. The Grants and Fundraising coordinator also support budget development, monitoring, and ensure compliance with donors grant agreements and IRC’s internal rules and regulations.

Responsibilities

Opportunity Identification & Proposal Development

- Proactively identify new sources of funding in collaboration with sector teams. - Create and maintain up to date Opportunities and Grant tracker - Coordinate inputs from the relevant sector Coordinators, and other key staff to produce complete concept notes, budgets and proposals that meet donor requirements - Lead in drafting general context sections of proposals (non-technical); Provide copy-editing for all technical proposal documents, resulting in clear, succinct, and internally coherent text - Lead drafting of the budget narrative, ensuring coherence with the budget and donor requirements - Identify and clearly communicate timeframes for receipt of inputs from key staff in order to ensure timely submission - Track progress towards deliverables, flag and raise issues and recommendations to sector leads and DDP.

Grants Management and Monitoring

- Lead direct management of Grants Unit staff and provide professional development as needed - Support the Deputy Director Programs and Country Director in searching new funding opportunities, maintaining good relationship with current donors, and updating the Fundraising Plan. - Lead the development of proposals for submission to donors in coordination with sector leads and the finance and operations teams. This includes:

o Analyzing requests for proposals

o Overseeing proposal development process, developing timelines, sharing, templates, and guidelines for proposals,

o Coordinating with programs and finance staff regarding proposal writing and budgeting

o Compiling, reviewing, and editing proposals

o Packaging proposals for submission

- Lead day-to-day aspects of donor reporting processes to ensure the timely submission of accurate programmatic reports, and coordinate with the Finance department to ensure timely submission of budget modification requests and financial reports. This includes tracking and disseminating reporting schedules and templates, as well as, reviewing and submitting reports to donor. - Lead management of Budget vs. Actual system in line with country office procedures. This includes managing monthly BvA tracking, meetings, and action points. - Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal IRC documentation and other Grant Unit tools, including coordination and preparation of documents and files for internal and external audits. - Monitor and facilitate compliance of programs with donor and IRC requirements and raise issues affecting external/internal compliance. - Assist in preparing, reviewing, and modifying memoranda of understanding and grant agreements. - Lead in the organization, preparation, and follow-up of grants operations meetings. Including the management and ongoing revision of salary/operations mapping tools and spending plans. - Build grant management capacity of field staff by facilitating training and providing one on one follow up support in report writing, proposal development and other related topics. - Enhance the country office profile by maintaining country wide and sectoral fact sheets, updating Somalia page on IRC website, providing relevant information for dissemination to donors, regional office, HQ and others. - Responding to donor, auditor and external requests as needed. - Undertake other key grants management, program development, monitoring and evaluation, communications and external relations activities as requested. - Support the Program Cycle Meetings to happen monthly (called by the project leads) to ensure that grants are implemented in compliance with the IRC and relevant donor regulations, to ensure strong financial management, to ensure the proper operational openings and closings of grants, and to ensure monitoring and evaluation of programmatic progress. Support the follow-up to action points from these meetings.

Partnership Management

- Facilitate and guide the partner mapping and selection processes to identify new partners. - Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS), ensuring that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners. - Lead Partner Identity and Background Review (vetting) processes and partner's Project Capacity Review (PPCR) processes. - Collaborate with Sector Specialists to integrate technical capacity sharing approaches, including how IRC can learn from local partners, and to resource support needs. - Work collaboratively with partners and IRC staff to constructively resolve any issues that may arise. - Promote and facilitate collaborative project management, including timely and effective partner program, finance, and compliance review and reflection (monitoring), and work with the Technical Specialists to address any project performance issues. - Ensure that partners submit all required reports on time and timely feedback is provided by IRC.

KEY WORKING RELATIONSHIPS:

- The Grants and Partnership Coordinator reports to the Deputy Director Programs. The Grants and Partnership Coordinator manages the Grants Unit, which includes 3-4 staff.

Qualifications

- Master’s degree in international relations, international development, or a related field preferred. - At least three (3) years of international work experience in relief or development programs, including playing a significant role in, or leading, proposal and donor submissions for institutional donors. - Prior grants management experience and familiarity with USG (USAID/OFDA/FFP), European (DFID, ECHO, Danida, SIDA), and UN (UNICEF, CHF) donor regulations, procedures, and requirements. - Familiarity with international standards for key program areas (Sphere standards, health, WASH, protection, and gender-based violence); - Familiarity with international IRC systems and processes a plus. - Excellent written English skills and budgeting using MS Excel. - Excellent organizational skills and ability to determine priorities and meet multiple deadlines. - Detail-oriented with good multi-tasking abilities and communication skills, both oral and written; and - Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment.
