The Grants Manager will contribute to achieving quality programming by leading the facilitation of effective grants management across NRC Jordan and is responsible for ensuring the compliance and minimum standards for all NRC Jordan grants. The Grants Manager will contribute to supporting a culture of accountability and high performance in delivering quality programmes in line with the NRC Country Strategy, PCM and Plan of Action.

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

1. Adherence to NRC policies, guidance and procedures and consideration of NRC global and regional strategies when executing functions related to this role

2. Line management of project staff in the grants unit and ensure capacity building of staff and transfer key skills: Page 2 of 4

3. Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database - forthcoming)

4. Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control

5. Contribute to the development and revision of funding proposals, budgets and donor reports

6. Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations

7. Contribute to continuously improving internal grant management systems

8. Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing

9. Support external donor audits and represent with relevant partners and donors as delegated

Specific responsibilities

A. Funding Identification and Proposal Development

1. Project Cycle Management (PCM). Responsible for leading and overseeing all PCM processes, including the Go/No Go, proposal planning meetings, Grant Opening Meetings (GOMs), Project and Core Competency Review Meetings, and Grants Closure Meetings. Responsible for completion and documentation of all processes in accordance to NRC tolls and guidance

. 2. Proposal Development. Responsible for overseeing the coordination of NRC proposal and budget development with the relevant internal stakeholders for all funding opportunities.

B. Grant Agreement, donor reporting and monitoring

1. Grant Agreements. Responsible for coordinating the review of donor contracts and support contract negotiations with the relevant stakeholders. This includes raising concerns on any points that might create challenge or risks for NRC’s operations.

2. Reporting. Responsible for overseeing the coordination and consolidation of inputs for all donor reports. This includes ensuring consistency between narrative and financial reports, maintaining quality standards, and ensuring donor requirements are satisfied.

3. Grants Issues. Ensure that any critical financial or compliance issues are raised formally to the relevant Budget Holder and/or Country Management Group (CMG) member.

4. Revisions. Responsible for overseeing the coordination of project revisions with the relevant stakeholders.

professional competencies for this position:

  • Bachelor’s degree;
  • Five years of relevant experience in a related field, preferably in protracted crises;
  • Experience of donor relations and grants management (e.g. with institutional humanitarian and development donors);
  • Experience working in complex environments and with displaced populations;
  • Good understanding of donor rules and regulations;
  • Proven skills and experience in report and proposal development and working with multiple donors;
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;

Context related skills, knowledge, and experience:

  • Good communication and interpersonal skills.

  • Excellent written and oral communication skills in English.
  • Able to demonstrate experience of writing high quality reports and proposals.

Additional Details:

Duty Station: Amman, Jordan

Travel: Up to 20% (domestic to NRC operation-related areas)

Type of Contract: 12 Months renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale
