NRC is present in Venezuela since 2005, and in the last few years substantially increased its operations and program. With one main office in Caracas, four field offices and about 90 staff, NRC is one of the biggest INGO operating in the country.

Despite Venezuela is rated high risk according to NRC security standards, mostly due to the infrastructure and public services failures and the political instability, in Caracas the situation differs from the rest of the country and both security and living conditions are good and easily manageable. Particularly in the area where office and guesthouses are located it is possible to access all type of services, such as commercial malls, restaurants, gymnasiums, sport centres and several parks and green areas. Mountain excursions and visits to the coast which is less than on hour far from the city can be organized and places are easily accessible.

The following is a brief description of the role:

  1. Adherence to NRC policies, guidance, and procedures;
  2. Support overview and maintenance of all grants, donor requirements, rules and regulations, and internal and external deadlines;
  3. Lead the development of donor applications and reports, as well as ensuring donor compliance and quality control;
  4. Contribute to the development and revision of funding proposals, budgets, and donor reports;
  5. Be updated on donor priorities and track and share relevant calls for proposals;
  6. Contribute to continuously improve internal grant management systems;
  7. Provide an internal help-desk on donor related issues, including donor rules and regulations, as well as proposal and report writing;
  8. Coordinate the development and distribution of internal reports;
  9. Contribute to PCM procedures and usage of the NRC PCM framework in the Country Office, including inclusion of cross-cutting programme elements and M&E structures throughout all stages of the PCM;
  10. Represent with relevant partners and donors, as delegated by the Head of Programme;
  11. Promote the rights of refugees and displaced in line with NRC’s advocacy strategy.

Specific responsibilities

  1. Accountable for the maintenance of the grants tracker, keeping the teams informed about priorities, and tracking the deliverables as per the established deadlines
  2. Ensure capacity-building of the NRC team as per the needs assessed (general writing skills, proposal writing, reporting, PCM, specific donor compliance, etc.) to implement the Programme Cycle Management SOPs
  3. Establish grant and report writing workflows, processes and SOPs that result in high quality timely outputs in coordination with the Head of Programme
  4. Responsible for maintaining a document filing system for all project documentation and contribute to external audit processes
  5. Support the Head of Programme to identify new funding opportunities and contribute to developing the funding strategy
  6. Contribute to the identification of lessons learnt and incorporate them into the next round of programming together with the M&E and programme teams
  7. Responsible for developing and maintaining a document filing system for all project documentation

Knowledge, skills and experience

  • Professional competencies for this position:
  • At least 3 years of relevant experience in a related field;
  • Experience of donor relations and grants management (e.g. with institutional humanitarian and development donors);
  • Good understanding of donor rules and regulations;
  • Good understanding of project cycle management;
  • Proven skills and experience in report and proposal development and working with multiple donors;
  • Fluency in English and Spanish both written and verbal
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;
  • Good communication and interpersonal skills;
  • Strong organisational and team working skills;
  • Experience with capacity building is a strong asset
  • Ability to use Logical Framework Approach as a tool in project/program design and follow-up
  • Knowledge of rules and regulations of key donors and partners is an asset, mainly NMFA, SIDA, EU (ECHO), USG (BHA) and the UN.

What we offer:

  • Type of contract****: 24 months international contract / national contract
  • Salary/benefits: According to NRC salary scale, terms and conditions
  • Duty station****: Caracas, Venezuela. This is not a family duty station.
  • Travel****: 30% across Area Offices
