Job Description

Job Overview:

The Grants Manager works to leverage public and private funding opportunities through proposal writing, grants tracking and reporting, and sub award management. The Grants Manager is primarily responsible for conducting the full range of pre- and post-award activities required to prepare, submit, and comply with grant proposals to public agencies, corporations, and private foundations across the IRC San Diego to support Programs. Work is performed in collaboration with IRC San Diego’s leadership, development, finance, and program staff, as well as headquarters’ revenue, grants and business development staff.

Major Responsibilities:

Proposal Development and Design (Pre-Award)

· Develop and manage San Diego’s proposal calendar to ensure timely submissions of proposals to new prospects, in addition to existing renewal proposals;

· Manage the proposal development and submission process by working with Deputy Director of Programs, Development Manager, Executive Director, Program Managers, and headquarters staff to ensure on-time submission of high quality proposals;

· Lead on developing, writing, and submitting public and private grant proposals and applications to city, state, county, and federal government funders as well as foundation funders in coordination with program managers and in alignment with IRC San Diego’s Strategic Action Plan, this includes writing key proposal sections, editing and incorporating the input of other team members using IRC business development standards;

· Liaise with the headquarters’ revenue, grants and business development staff on all new contracts, grants, amendments, and sub-grants;

· In support of quality proposal development, seek to build a deep personal understanding of client needs and program impacts;

· Research and identify grant opportunities for consideration by program focal points, the Deputy Director of Programs, the Development Manager, and Executive Director.

Grants Management (Post-Award)

· Ensure overall management of grants through entire grant life cycle including opportunity identification, proposal development, proposal submission, award management, reporting and closure;

· Develop and ensure the effective maintenance of contract and grant files for each funded program with consistent documentation standards, with the support of the Grants Coordinator;

· Work closely with Program Managers to ensure timely submission of reports to grantors;

· Manage the coordination of grant opening, review, and closing meetings for every funded opportunity including the creation of PowerPoint presentations, with support of the Grants Coordinator;

· In collaboration with the Director of Finance, prepare budgets for funders and liaise with funders related to fiscal and contractual questions;

· Maintain grants management tracking and donor tracking system and regularly update the San Diego leadership team with accurate data;

· Maintain digital records of proposals, with support of the Grants Coordinator;

· Serve as the local subject expert for IRC’s Business Development Standards;

· Serve as the local subject expert for IRC’s grant management tools such as PEERS and OTIS;

· With support from the Deputy Director of Programs, Program Managers, and Grants Coordinator, ensure all grant activities to be performed comply with local, state, and federal funder regulations.

Strategy and Prospect Development

· In collaboration with Development Manager, work with Deputy Director of Programs and Program Managers to develop a funding strategy and timeline, and perform prospective research on potential public and private funders;

· Update IRC San Diego Senior Management Team on a regular basis regarding anticipated awards and any changes in funding streams.

Collaboration and Support of IRC San Diego’s Work

· Provide the Development Manager with grant information needed to complete IRC San Diego’s Development Plan and Strategic Action Plan, along with specific and measurable goals and objectives, as required;

· Collaborate with IRC San Diego’s MEAL Coordinator to ensure grant compliance of IRC business development procedures, program activities and monitoring with funding, contracting, and licensing entities;

· Co-lead annual Departmental Gender Analysis work along with MEAL Coordinator, with support from the Gender Equity Champions, Program leads, and Deputy Director of Programs;

· Participate in leadership meetings, staff development activities, and fully engage as a member of the team;

· Comply with all policies, procedures, and protocols of IRC;

· Other related duties as assigned.

Supervision and Staff Development

· Provide direct supervision, training, and oversight to a Grants Coordinator;

· Provide supplemental internal trainings to IRC San Diego program staff to build local capacity for grant writing and grants management;

· Other related duties as assigned.

Key Working Relationships:

Position Reports to: Deputy Director of Programs

Internal Collaboration: Program Managers, Finance Director, Development Manager, Executive Director, and IRC’s Awards Management Unit staff

External: Community foundations and public funders at city, county, state and federal levels

Supervises: Grants Coordinator

Job Requirements:

Education:

· Bachelor’s Degree in journalism, English, or a related field. A Masters Degree and certification or continuing education in grant writing, proposal development and/or fundraising a strong plus.

Work Experience:

· Three+ years of professional experience in grant-writing; and increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience;

· Three+ years of experience in a supervisory role; or as an expert, non-supervisory lead person, or trainer of others to do tasks;

· Project management experience/Grant writing certification a plus.

Demonstrated Skills and Competencies:

· Excellent writing, research, and organizational skills;

· Familiarity with grants process of government funding agency(ies) (federal, state, or county level);

· Familiarity with San Diego non-profit/philanthropy environment a plus;

· Familiarity and comfort working with budgets and finance departments;

· Project management experience with demonstrated ability to build work plans and help a team complete the task on deadline;

· Ability to work autonomously in their scheduling and prioritizing within tight deadlines and focused on the work product;

· Self-directed but with strong interpersonal skills and the ability to work well with partners and colleagues in a cross-cultural, multi-disciplinary environment;

· Proven ability to make independent judgments responsibly about appropriate information to share with various levels of partners;

· Proficiency in Microsoft Office applications: Word, Excel, Outlook;

· Training and experience in IRC systems of PEERS and OTIS a plus.

Language Skills:

· Proficiency in written and spoken English, outstanding attention to grammar.

Work Environment:

· Standard professional office environment at IRC offices in San Diego and El Cajon;

· Covid-impacted remote work with travel to office as required; reliable internet at home required;

· Office hours are Monday-Friday, 8:30am-5pm, some evening or weekend activities as needed;

· Travel to field site operations and external stakeholder meetings is required.
