Education Cannot Wait (ECW) is the first global movement and fund dedicated to education in emergencies and protracted crises. It was established in 2016 during the World Humanitarian Summit by international humanitarian and development aid organisations, along with public and private donors, to help reposition education as a priority on the humanitarian agenda, usher in a more collaborative approach among actors on the ground and foster additional funding to ensure that every crisis-affected child and young person is in school and learning.

Based on the recognition that continuous access to quality learning is a priority for children and families affected by conflicts, natural disasters and displacement and that no programme nor organisation can do it alone, ECW comes as a ground-breaking initiative bringing together public and private partners eager to work together differently and mobilize the funding required to deploy immediate and sustainable solutions.

ECW’s mandate is articulated around five core functions:

  1. Inspire political commitment, so that education is viewed by both governments and funders as a top priority during crises.
  2. Plan and respond collaboratively, with emphasis on enabling humanitarian and development actors to work together on shared objectives.
  3. Generate and disburse additional funding to close the $8.5 billion funding gap needed to reach 75 million children and youth.
  4. Strengthen capacity to respond to crises, nationally and globally, including the ability to coordinate emergency support.
  5. Improve accountability by developing and sharing knowledge, including collection of more robust data to make better-informed investment decisions, and knowledge of what works and does not.

Education Cannot Wait is hosted by UNICEF. The Fund is administered under UNICEF’s financial, human resources and administrative rules and regulations, while operations are run by the Fund’s own independent governance structure.

How can you make a difference?

To date, ECW has made 342 grants and the number is still growing. As the number of the grants increases exponentially and rapidly, the needs to properly administer data as well as organize files grow. At the same time, the number of grant-related requests, such as no-cost extension and re-programming have increased as the number of approved grants grows.

To address the rapid needs to accommodate the increasing number of grants, ECW Finance and Operations Unit is looking for a Grant Management Specialist who would assist in systematizing data administration, file organization and processing of various grant related requests. The incumbent will work work closely with ECW Programme Funding Manager to establish data administration, file organization and approval workflow systems while also entering and cleaning data, organizing files, and facilitating approvals of grant-related requests.

MAIN DUTIES/RESPONSIBILITIES:

1. Management of pre- and post-approval process

  • In collaboration with ECW Education Unit, facilitate the pre-approval process of new grants and track the progress by using an online tracker.
  • Collect essential information from prospective grantees to prepare a list of information that would help UNICEF Fund Support Office (FSO) and ECW Finance conduct a due diligence process and prepare a fund transfer request and a grant confirmation letter.
  • Liaise with prospective grantees as necessary to ensure accurate information to be provided to FSO and ECW Finance in a timely manner.

2. Data administration and file organization

  • Enter and clean grant-related data in the ECW grants database.
  • Provide oversight to the ECW grants database (including entry and query processes) and recommend any improvements to make the database more user-friendly in close collaboration with ECW Information System Manager.
  • File all grant-related files in the repository within the Grants Database and organize them by renaming and tagging appropriate information.

3. Facilitation of request approvals

  • Register incoming grant-related requests and track their approval process by following the established ECW approval procedure.
  • Review the ECW request approval process and recommend any improvements to make the approval more streamlined and systematic by utilizing available IT platforms in collaboration with ECW Information System Manager.

4. Tracking of missing information and files

  • Identify any missing information and files and track them by liaising with grantees;
  • Review the ECW Information/file tracking system and recommend any improvements to make the tracking system more efficient

5. Reporting

  • Facilitate report submission and tracking by disseminating reporting templates and monitor report submission through a report tracker.
  • Respond to grantee queries on reporting.

6. Liaising with Finance and Operation, including FSO as needed in performing the above- mentioned duties. When necessary, represent the ECW Grants Management Team and provide support to ECW Secretariat colleagues as well as ECW grantees.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in Business Administration, Information Management, Library Science or another related social science field is required.
  • A minimum of five years of professional experience in grants/award management or programme management involving data administration, facilitation and systematization of grant-making processes with implementing partners in the non-governmental or private sector.
  • Prior experience in grant-making positions with such types of organizations in the field level as foundations, philanthropies, international organizations and civil society organizations is desirable.
  • Profound knowledge and highly skilled experience in Microsoft SharePoint, Microsoft List, Microsoft OneNote and other Microsoft Office 365 applications in addition to Microsoft Word and Excel as well as PowerPoint.
  • Knowledge and experience in other productivity applications such as PDF editors (e.g., Adobe Acrobat) and online data entry/database, spreadsheet and cloud-based storage applications such as JotForm and Dropbox is a plus.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
