DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include protection, food security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.

About the job

Overall purpose of the role:

This role has a country focus and ensures compliance to DRC Led Consortia procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to DRC Led Consortia partners/members.

• Develop high quality funding proposals for the DRC Led Consortia, compliance with donor and internal DRC rules and regulations, donor reporting, information management and grants management capacity-building efforts.

• Provide regular support and guidance to the DRC Led Consortia member grants team including, project cycle management, proposal development and program strategy and assist in advising and supporting field teams to ensure the successful implementation of all activities.

Responsibilities

Grant Management/Compliance & Reporting

  • Develop and maintain up-to-date and in-depth knowledge of donor and government policies, and support implementing DRC Led Consortia teams to ensure full compliance.
  • Maintain effective communications with DRC Led Consortia partners/members regarding donor-related issues.
  • Ensure that all appropriate donor formats are available in-country and staff have a clear understanding of donor requirements/expectations.
  • Draft, review and provide support in the negotiation of project agreements, including sub-agreements, teaming agreements and memoranda of understanding.
  • With support from DRC Led Consortia partners/members, lead on negotiations with donors for any programmatic/operational changes, as well as lead on the drafting of any necessary documents.
  • Organize and facilitate kick-off meetings, mid-term reviews, and closure meetings to ensure that information is shared effectively with relevant staff, including field offices and partners/members.
  • Prepare and coordinate all necessary follow-up internally and externally for relevant DRC Led Consortia staff and partners/members.
  • Maintain continuity of work operations by documenting and communicating needed actions to management.
  • Coordinate donor reporting processes by developing guidance and formats, and coordinating, compiling, editing and providing feedback to ensure high-quality, donor-compliant narratives and timely submissions.

Funding Opportunities & Proposals

  • Recognize relevant funding opportunities and flag to CMUs Manager.
  • Perform ongoing targeted research to identify, vet and prioritize potential funding opportunities from institutional, foundational and private sector donors.
  • Create and maintain fundraising pipeline for current and upcoming year that includes opportunities from governments (bilateral and multilateral donors), foundations and the private sector.
  • Develop and manage a Grants Portfolio Dashboard to monitor project implementation status, including programmatic and financial updates.
  • Draft new proposals and concept notes, including narratives, budgets, budget narratives, work plans, staffing lists, and other required annexes.
  • Coordinate with DRC Led Consortia partners/members during the proposal and report writing process, to ensure the inclusion of accurate and up-to-date information in final proposals and reports.

External Communications

  • Prepare necessary documentation, such as reports, presentations and organizational documentation, to share with the DRC Led Consortia donors and stakeholders.
  • Liaise with donors in the submission and follow up of Technical Agreements and Annual Reports.
  • Act as a focal point to facilitate any donor visits or audits.
  • Draft reports, when needed, to keep DRC Led Consortia donors informed of any incidents, challenges, operational changes and general activity progress.

About you

Experience and technical competencies

  • At least 3 years of grants management experience with an international NGO.
  • Knowledge of donor rules, regulations, and procedures of donors including but not limited to US and European donors, EU funding mechanisms, and UN agencies.
  • Proven experience in successfully applying for institutional donor funding.

Proven experience in sub-granting, working within consortia structure, reporting and partnerships.

Education:

• Master’s degree or equivalent in international relations, project management, business administration, or similar studies relevant to the post

Languages:

  • Fluency in written and spoken English
  • Arabic desirable

  • Donors (BHA, ECHO and OCHA mainly)

We offer

Contract length: We are providing one year contract. This position is reporting to the Program Development and Quality Manager.

Work place: Sana’a with travel to field offices and Aden.
