Key Responsibilities:

Networking, Intelligence & Prepositioning (25%)

  • Externally engage, gather intelligence and preposition with donors to increase partnerships
  • As part of the external engagement plan, lead the development a GAM Business Plan (BP) for WV JWG Research, gather intelligence and priortise donors, relationships, and funding streams.
  • Network with donors and prepare the national director to network with donors.
  • Perform as a key member of the External Engagement Working Group to help implement the national office external relations plan.
  • Lead engagement with and partner with selected support offices to implement the GAM plan and to position in country and at international headquarters.
  • Work with the evidence, learning and accountability director (ELA) and communications officer to prepare evidence-based materials and capacity statements to use in external engagement and pre-positioning with donors.
  • Invite and host donors and potential partners to visit programming in the field.
  • Actively participate in national level events and opportunities to engage with donors and partners.
  • Research and identify potential corporate partners and support technical leads to identify suitable partners for the grant sector in advance of actual call for proposals.
  • Plan GAM target setting in close cooperation with senior leadership and regional office.

Grant Acquisition and Proposal Development (30%)

  • Lead the proposal development process for bilateral, multilateral, corporates, and internal, non-sponsorship funding to grow grant funding and ensure a healthy pipeline
  • Lead the process of identifying opportunities in new grants for the office.
  • Facilitate the go/no-go process for WV JWG in alignment with the national strategy and World Vision obligations.
  • Lead the process across stakeholders and/or the proposal development team (e.g., operations, finance, supply chain, ELA, People & Culture) for grant acquisition and proposal development.
  • Write directly or ensure high quality grant and PNS proposals designed with technical rigor, build evidence, and align to strategy and field programming as well as WV JWG branding with professional presentation.
  • Support the cultivation of grant partners and ensure due diligence of new partners and new donors is conducted .
  • Ensure appropriate financial standards in each proposal, including cost recovery aligned to targets, match when possible, and overall financial viability.
  • Maintain relations with key support office staff for intelligence, proposal prioritization, support office sign on and match funding.
  • Ensure national and operations director review and that proposals are submitted on-time.
  • Facilitate lessons learned after proposal submissions, especially those to new donors or new sectors.
  • Ensure grant opportunity tracking is facilitated via Horizon for grants application.

Compliance (25%)

  • Lead a team and/or directly ensure compliance and alignment with donor agreements, regulations and WV internal reporting and accountability standards
  • Facilitate the review of agreements by key partners, including legal, and the signing of agreements.
  • Ensure knowledge management of all grant-related documents and their availability to relevant parties by establishing a system on Box for all agreements, reports, and other key documents.
  • Design and co-lead grant start-up workshop with operations as the trigger for handover of implementation to Operations.
  • Provide sessions on the grant agreement and key donor standards and regulations at the start-up workshop, including any financial, branding, and communication standards.
  • Ensure ELA’s understanding of the M&E expectations for the grant and its budget.
  • Ensure private non-sponsorship grants and government grants are periodically reviewed for compliance to mitigate audit findings, disallowed costs, and loss of donor trust.
  • Elevate to Operations and Finance for collaborative resolution with other senior managers and project managers.
  • Plan donor reporting with the project team and the support office.
  • Ensure all donor reports prepared by Operations are reviewed for compliance, enhance where necessary, and ensure submitted on time.
  • Facilitate or collaborate with support offices on the facilitation of grant closeout workshop for grant project staff and support function staff members for each critical grant.
  • Follow-up with the donor, invite them to visit projects and share anecdotal updates.
  • Ensure communications has key grant-related information and impact date to use in social media and other external engagement opportunities intended to build a trusted brand.
  • Liaise with the regional office and manage the grant health tracker and other World Vision reporting on Horizon.

Team Management & Leadership (15%)

  • Supervise and manage a team, as appropriate, according to World Vision standards for managers.
  • Hire and terminate team members as grant budgets allow to support ongoing acquisition and compliance.
  • Provide day to day supervision of an engineer and other grant program officers as budget allows toward the overall objective of winning grants and keeping grants through good donor relations and performance according to donor and World Vision standards and regulations.
  • Develop employees and foster a healthy team environment toward the overall responsibilities of the team.
  • Supervise the engineer and ensure all his work supports compliance with the Construction Policy to mitigate risks to children and context risks to the organization.
  • Make recommendations on positions to be including in grant budgets and work with P&C to ensure they reflect the right level of responsibility, grade, and professional maturity to achieve the objectives of the grant.
  • Support operations and P&C in the selection and hiring of key grant funded staff such as the grant project manager, key officers, and grant monitoring and communication officers.
  • Serve as a member of the Impact & Results team, representing the input of grant acquisition and compliance in strategy achievement as well as providing overall leadership.
  • Lead sessions in grant management and training to ensure World Vision JWG develops staff for the future who understand the difference level of responsibility with grants verses sponsorship funding.

Other Duties (5%)

  • Perform other duties as assigned by the line manager.
  • Attend and participate in capacity building trainings locally and internationally.
  • Attend and participate in WV’s spiritual nurture and other organizational activities and events.
  • Responsible of own security and actively contribute to a positive security culture.
  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

Knowledge/Qualifications

  • Bachelor’s Degree in international development, sociology, or other social sciences.
  • A minimum of 5 years' experience in a similar role.
  • Experience in program design and proposal writing.
  • Experience in monitoring and evaluation.
  • Experience supervising staff.
  • Strong analytical, critical thinking and problem solving skills.
  • Expertise in the program management cycle.
  • Excellent verbal and written communication skills in English.
  • Proven knowledge of and skills for computer software application.
  • Strong interpersonal skills, ability to work in a team and cultural sensitivity.
  • Excellent organizational and time management skills, ability to work under pressure.
