FINANACIAL REPORTING AND ACCOUNTABILITY

  • Prepare and upload the monthly/quarterly DMT financial reports and review notes.
  • Ensure accurate transaction coding to facilitate accurate reporting
  • Conduct monthly reconciliations between grant spending against project performance (distributions) to measure spending levels against realized income and advise Senior Grant Accountant, Finance Manager, FAM and the project teams accordingly
  • Conduct end-year Account 325 and 180 reconciliations to ensure accurate balances are reported and year end entries are accurate
  • Ensure Income and expenses are accurately allocated to Support offices by conducting monthly reconciliation of Sun Systems and Financial Report Funding Source (T4) balances

WFP projects Income management

  • Review, book and conduct transaction matching of invoices and receipts for reimbursable grants on a monthly basis.
  • Prepare monthly invoice aging analysis report and ensure quarterly invoice & commitments aging analysis is submitted
  • Prepare monthly reconciliation of CSS uploaded vs PBAS commitments to facilitate prompt commitments of pending GIK income

Support Grants Finance Manager in providing feedback to queries relating to SAs and Commodity Summary statements details to facilitate PBAS booking

Budget Management and Control

  • Ensuring budget control by adequately checking all costs that are chargeable to grants for allowability and advise the project and field teams
  • Review Field Financial Documents every month to ascertain the level of internal controls in the financial process.
  • Support the Grants Finance Manager and the project team in grant proposal development and extensions, by providing technical support in the development of grant budgets that are in line with the effective implementation of grants
  • Support Grants Finance Manager in ensuring all budgets are fully coded in accordance with
  • Monitor income recovery against actual spending to ensure no overspending.
  • Track and follow up pending PBAS (funding) commitments.
  • Ensure the project budget is uploaded in SUN systems in a timely and accurate manner.

Policy management and Internal Control & Compliance management

  • Review all payments related to grants to ensure they are within the policy, adhere to internal control standards and donor requirements
  • Support Finance Coordinator in ensuring audit implementation on a day to day basis during grants implementation
  • Perform regular grants finance compliance checks in field locations to ensure compliance with donor and WVI regulations
  • Conduct assessments and design capacity-building initiatives to enhance compliance to grant regulations by finance and project teams
  • Contribute towards the effort of creating awareness to implementing staff on grants regulations

Support grant close out process by completing and uploading final reports, conducting follow ups for income commitment

Records Management and Other Finance duties

  • Ensure financial documents including vouchers, grant documents are properly stored both electronically and physically.
  • Actively participate in finance team meetings when needed

Support in other finance task in the office like month end closure processes.

Required Professional Experience

Relationships:

  • Finance & Administration Coordinator: Direct Management and supervision
  • External Parties: e.g. WFP, auditors. Access to organizational records on the request of the relevant staff

Other Competencies/Attributes:

  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend and participate/lead in devotions and Chapel services.
  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Qualification required: Degree in Accounting or related fields
  • Professional: CPA/ACCA (or must work towards attaining)
  • Experience: 1-2 years in Grants Financial Management. Experience in managing WFP projects is an added advantage
  • Technical Skills & Abilities:
  • Excellent computer skills in Excel, Word & Sun-systems software.
  • Good planning and organizational skills
  • Tact and diplomacy in dealing with staff-related to work environment needs
  • Ability to maintain effective working relationships with all levels of staff

Working Environment / Conditions:

  • Work environment: Office-based.

Required Education,training, license,registration, and certification

  • Grants management training required. WFP management training is strongly desired.
  • Skills and knowledge on Accounting sunsystem required (Sunsystems/Infor Q&A preferred)

Preferred Knowledge and Qualifications

  • Minimum Qualification required: Degree in Accounting or related fields
  • Professional: CPA/ACCA Section 2 (or must work towards attaining)
