The European Union Support to Agriculture Competitiveness and Rural Development in Bosnia and Herzegovina (EU4Agri) is a 4-year project (2020-2023) primarily funded by the European Union (EU) under the Instrument for Pre-Accession Assistance (IPA). Worth EUR 20 million, the project is implemented jointly by United Nations Development Programme (UNDP) and Czech Development Agency (CzDA).

In line with the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) – Framework Document, the project objective is to increase the competitiveness of agricultural production and rural jobs and services. In this context, the project will focus on raising investments in the agri-food sector and increasing the knowledge and skill levels of agricultural producers and other participants in the value chain through the expanded provision of advisory services, as well as on improving economic opportunities in rural areas. The project will also enhance the policy environment through a coherent and complementary set of activities, including strengthening of institutional capacities and services, as well as improvements in policy and regulatory frameworks.

European Union Support to Covid-19 Recovery and Resilience of Agriculture and Rural Development in Bosnia and Herzegovina - EU4AGRI-Recovery (2021-2023) aims to support BIH in mitigating the impact of the COVID-19 crisis on businesses of agri-food and rural tourism operators (farmers, MSMEs, entrepreneurs) and ensure business continuity.

Within the delegated authority and under the supervision of Project Manager, the UNV GIP (Grant Investment Package) Monitoring Assistant will:

Overall technical, administrative, and logistical support to Project activities • Assist the Project Manager in the implementation of technical and operational activities for the preparation of the outputs; • Assist the GIP Monitoring and Control Specialists in conducting filed visits and financial controls, as well as maintaining collected data and information in GIP management system, etc; • Review technical and support information related to GIP activities, projects and initiatives that may contribute to the Project activities; • Participate in the planning, organizing and execution of Project and GIP activities; • Organize and coordinate information exchanges internationally and between participating institutions; • Compile and prepare the documentation necessary for the procurement of services, good and supplies under the project; • Maintain the Project’s files and supporting documentation for payments; • Maintain GIP documentation; • Draft routine official correspondence and assists in the preparation of various reports.

Support to the Project teams in implementation of Project business processes • Support drafting of the terms of references for international and local consultants and experts to be hired for the implementation of the project; • Assist the Project Manager in the selection process of the consultants to be hired by the Project according to the rules and procedures established by UNDP; • Prepare the payment requests as authorized by the Project Manager; • Organize translation and interpretation services in accordance with business processes.

Support to Business Process Quality Assurance • Assist in monitoring of business processes followed by the projects, that are in line with the UNDP rules and regulations, policies, and internal control framework; • Assist in timely reporting and participate in the drafting of the reports; • Assist in preparation of administrative, technical, and financial reports; • Assist the Project Manager in monitoring of disbursements in accordance with the Project Budget and Disbursement Plan.

Support to the Project teams in effective mainstreaming of gender equality • Provide effective support in mainstreaming gender equality in the projects implementation and makes sure that knowledge on gender equality is incorporated in the project’s knowledge management activities and products; • Provide effective support to the Project Manager in incorporating gender equality in all the areas of implementation of projects components, in the organization of the project evaluations and audits; • Ensure that all collected data related to the project are gender and age disaggregated and evaluated from the gender point of view; • Any other related tasks as may be required or assigned by the supervisor

administration and project implementation • Experience with UNDP is an asset, as is experience working in the UN or other international development organization • Excellent oral and written skills; excellent drafting, formulation, reporting skills • Accuracy and professionalism in document production and editing • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded. • Fluency in spoken and written Bosnian/Croatian/Serbian language

The UN designated state of alert for Bosnia and Herzegovina is Security Level 1 which is minimal and lowest security level in the Security Level System for the entire country, including the capital of Sarajevo. The situation in Bosnia and Herzegovina (BiH) is generally quiet; all international agencies consider threats to their staff to be low at this time. However, BiH has the same problems as much of Europe, from pickpockets to traffic accidents, so please make sure you exercise appropriate personal security awareness and common sense.

Bosnia and Herzegovina is a country with the largest mine contamination problem. Over 670.000 mines and 650.000 unexploded ordinances on 10.000 locations estimated. Contaminated area estimated is over 2.000 km2 which is more than 4 % of the total territory of Bosnia and Herzegovina.

Staff is advised to stay on well-travelled routes while in the country. See the http://www.bhmac.org . As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
