World Vision International Mongolia seeks a Grant Project Finance Specialist for an anticipated 9-months United States Agency for International Development program in Mongolia, jointly implemented by FHI360. The anticipated project, Meeting Targets and Maintaining Epidemic Control (EpiC) in Mongolia, has identified the following objectives: (i) Strengthen the coordination and synchronization roles of the One Health Zoonotic Diseases Technical Working Group (OHZDTWG) as existing national multisectoral platform for different relevant sectors in this field to maximize the cross sectoral coordination and collaboration within an accountability framework; (ii) collaborate with national agencies and stakeholders to implement targeted interventions aimed at strengthening Mongolia’s laboratory systems; (iii) Increase recruitment and implementation of structured training programs to build a resilient and capable workforce capable of responding to emerging health threats; and (iv) Provide technical assistance and capacity-building.
The purpose of the Finance Specialist position is to provide efficient and effective support to grant project implementation and ensure effective financial management and compliance for grant administered and/or implemented through the Meeting Targets and Maintaining Epidemic Control (EpiC) Mongolia project funded by the USAID. The Finance specialist is responsible for ensuring quality finance and grants management, assessing needs and developing grant management capacity of project staff and ensuring compliance with donor and World Vision International reporting requirements, contributing to World Vision’s core values by providing leadership in grants budgeting, accounting and reporting functions in grants budgeting, accounting and reporting in World Vision Mongolia. This position is accountable for identifying key requirements of donors which includes reporting data and information, reporting timeframes and frequency, reporting formats, project flexibility, purchasing standards, use of funds for overhead costs, level of backup documentation required, tracking of Cost Allocation Policy rates, and variance allowances.
OPERATIONAL (TECHNICAL) SUPPORT
Financial Management
- Transaction Handling: Respond to all transactions, budgets, records, and reports for responsible projects.
- Compliance: Ensure all supporting documents align with Grant rules and WVI policy.
- Reporting: Prepare, review, and consolidate regular Grant financial reports.
- Accuracy: Ensure staff create accurate LDRs.
- Salary and Benefits: Ensure project staff salaries and benefits are calculated accurately and charged according to the LDR.
- Financial Monitoring: Support project manager in monitoring financial management.
- Cost Eligibility: Verify eligible costs and avoid ineligible ones.
- Grant Closure: Complete Grant closure accurately.
- Variance Analysis: Discuss and plan actions based on financial report variances.
- Donor Communication: Assist in financial communications with Donors.
Capacity Building
- Identify Gaps: Work with the line manager to identify knowledge and skills gaps within the project staff and design necessary training and development sessions.
- Training Needs: Assess training needs, facilitate opportunities, and conduct training in line with Grant policies and internal controls.
- Information Dissemination: Share financial information with the project team to ensure a thorough understanding of current policies and regulations.
- Policy Updates: Communicate any policy changes clearly and promptly to ensure compliance.
QUALITY ASSURANCE
- Ensure financial reports are sent on time and accurate with all relevant explanations.
- Ensure that financial documentation and transactions comply with World Vision's financial policies and procedures and donor requirements.
- Ensure grant guidelines are aligned to the grant projects.
- Maintain a strong control environment in the project by ensuring compliance with WVI financial policies, grant/donor requirements, and government regulations.
- Close coordination with the National Office’s finance department, World Vision’s Global Centre policy, internal and statutory audits.
