  1. THE OPPORTUNITY

The Grants Compliance Officer is responsible for ensuring compliance with donors' statutory rules and regulations in the portfolio assigned to him/her.He/She shall act as the focal point for all major compliance issues related to the assigned donor portfolio. He/she will provide support on key compliance issues related to the assigned donor portfolio, acting as a focal point where necessary, and will have a good knowledge of donor regulations and strong analytical and interpretation skills. He/She must develop and maintain strong relationships with key staff from different donors and NGOs, as well as with internal CIP stakeholders: Programmes, Finance, ERM, etc. as required;and inform programme and finance stakeholders of any changes in donor compliance rules and assess the impact on CIP programmes. He/She shall engage with UPs, as appropriate, to provide information and develop solutions on key donor compliance issues and shall work closely with the Programme Unit, Grants and Business Development Managers and Grants and Compliance Team to develop policies, guidelines, tools and templates for the CIP, as required, to ensure optimal implementation of donor compliance requirements. He/She in collaboration with the Programmes and Grants Unit and the BDM, serve as the donor expert in the development of sub-grant and sub-contract templates for the assigned donor portfolio to support partnership working. and ensure quality assurance is provided to selected processes for internal compliance. For example, manage and conduct compliance audits to ensure that internal grant review and approval processes are adhered to. He/She will also work closely with programme and grant units to develop and deliver training on donor compliance issues and represent the ICP in external forums liaising with NGOs, donors and partners as appropriate. He/She shall Ensure that Plan International's global policies on Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully integrated in accordance with the principles and requirements of the policy, including relevant implementation standards and guidelines applicable to their area of responsibility.

  1. ABOUT YOU

As a Grant Compliance Officer, you must have a university degree in finance/economics/accounting with a certificate in audit or donor compliance. With 5 to 7 years of relevant professional experience and proven knowledge and prior experience of multilateral and bilateral donor grants and contracts. He/she must have proven expertise in the interpretation and application of statutory and regulatory language in the execution of awards and contracts of donor entities and in maintaining up-to-date knowledge of changes in the language, application and implementation of that language. He/She must have a good command of French and English and previous experience with large international non-profit organisations is preferred.
