Result of Service Under the overall supervision of UNDRR’s Chief of the Global Risk Analysis and Reporting Section and delegated authority, the consultant will be responsible for preparing a draft methodology for consultation with experts and potential users that will describe a generic process for blending formal quantitative sources of risk information and less formal or other sources risk information to highlight interconnected drivers of risk. This methodology will connect to other efforts to develop methods in support of Sendai Framework implementation in the context of globally interconnected systems to facilitate evidence-informed decision-making. The methodology development process will be the sole responsibility of the consultant, but they will be supported in concept development and advisory support by UNDRR staff and members of Global Risk Assessment Framework (GRAF) Steering Group and other stakeholders.

The following deliverables are envisaged under this contract:

  • Delivery of 2-day training workshops to government officials in GRAF risk analysis methods in up to 8 countries (e.g., Haiti, Madagascar, Cambodia, Maldives, Niger, and Tajikistan), to be preceded by a training needs assessment to define learner needs in each country and development of country-specific case-study for use during the workshop. Average of one workshop per 1.5 months

  • Technical review of up to 10 draft Common Country Assessments (CCAs) to strengthen integration of inter-connected and systemic risk (due monthly from July to December 2022)

  • Technical review of UNDRR guidance material on Common Country Assessments (due 30 April 2022)

  • Technical advice and inputs on aligning GRAF risk methods and Comprehensive Risk Assessment methods to promote corporate coherence where required (due 30 June 2022)

  • Technical review of risk infographics based on data from the National Risk Information Platform (due monthly)

  • Technical support as may be required for delivery of workshops in up to 10 countries on risk-informed CCA formulation and annual reviews – (e.g., Bhutan, PNG, Myanmar, Dominican Republic, Guatemala, Ecuador, Haiti, Benin, Djibouti, Niger, Philippines)

  • Delivery of advisory services on multi-hazard risk assessment and related GRAF activities in Costa Rica, Sudan, and Somalia including technical review of final report from MHRA vendor (due by 30 October 2022)

  • Technical advisory services and review of the climate risk vulnerability assessment (CRVA) over a period of up 30 days, in collaboration between UNDRR, UNITAR, and the Government of Fiji (due by 30 August 2022)

  • Development and delivery of one-day tailored training modules to accompany the release of the National Risk Information Platform (NRIP) targeted to end-users from government (e.g., NDMO, sector ministries, sub-national governments), UN agencies, national researchers, and other local stakeholders. Average of one workshop per 1.5 months.

  • Technical review and advice respecting the presentation of risk information to be contained in the National Risk Information Platform and recommendations for quality control (due by 30 May 2022)

  • Development of draft “UNDRR Guidance for Assessing Systemic Risks”, targeted to government stakeholders and integrating lessons from GRAF trainings delivered to member states. This paper shall include the integration of risk drivers such as climate change and other factors influencing disaster risk. Maximum 25 pages, plus annexes (draft due 30 September 2022, final version due 30 October 2022)

    Duties and Responsibilities CONTEXT

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of disaster reduction and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in socio-economic and humanitarian fields. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction, UNDRR has around 100 staff located in its HQ in Geneva, Switzerland, and 5 regional offices and other field presences. Specifically, UNDRR coordinates international efforts in disaster risk reduction, and guides, monitors and reports on the progress of the implementation of the international strategy for disaster reduction, now the Sendai Framework for Disaster Risk Reduction, 2015-2030; campaigns to create global awareness of disaster risk reduction benefits and empower people to reduce their vulnerability to hazards; advocates for greater investments in disaster risk reduction to protect people's lives and assets, and for increased and informed participation of men and women of all stakeholder groups in reducing disaster risk; and informs and connects people by providing practical services and tools such as Prevention Web, publications on good practices, and by leading the preparation of the Global Assessment Report on Disaster Risk Reduction and the organization of the Global Platform for Disaster Risk Reduction.

The adoption of the Sendai Framework for Disaster Risk Reduction created new requirements and new opportunities for those involved in building resilience to the shocks to which societies are exposed, and articulated the need for improved understanding of risk in all its dimensions. In response to this challenge, UNDRR was called upon by its partners to establish the Global Risk Assessment Framework to accelerate action on improving access and use of risk information to inform decision-making and transform behaviors for disaster risk reduction.

Qualifications/special skills Academic Qualifications:

- Advanced university degree in risk analysis, disaster risk management, international relations statistical modelling or a related field is required. A doctorate degree (Ph.D.) in a related field is desirable.

Experience:

- A minimum of five (5) years relevant experience in academic research, policy advice or other related field is required;

- Experiencing (co-)designing or implementing system’s approaches to risk analysis is an advantage;

- Publications in the topics of disaster exposure or vulnerability is an advantage;

- Experience with the Global Risk Assessment Framework in any capacity is an advantage;

- Experience with quantitative risk assessment, disaster risk metrics, systemic approaches to disaster risk or Sustainable Development Goal research is an advantage.

Language:

- Fluency in spoken and written English is required.
