STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Language: Fluency in English language. knowledge in Portugues and Tetum is an advantage

Experience: Three to five years of relevant professional experience related to government liaison area.

JOB PURPOSE

The purpose of this job function is to provide project management support and to facilitate liaison with government officials.

Working with line ministries, both in Dili and in the municipalities, and Konssantil to further understanding and implementation of the Country Strategic Plan (CSP). In addition to provide advice and information to the Directorate on national political and civil society developments.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide advice and support to the CD and CO staff on moderately complex issues including political, socio-economic, cultural local specificities to ensure the effective and efficient advocacy and implementation of the Country strategic Plan.
  2. Build and maintain effective relationships with the Government, UN agencies, NGOs, and other partners, in order to keep them informed on important, strategic operational WFP issues through appropriate channels, and participate in regular donor meetings.
  3. Prepare briefing documents for the CD and senior level management meetings with Government, partners and donors.
  4. Coordinate events between WFP and various Ministries, including arranging and attending project coordination meetings at national and municipality level, and facilitating joint activities with the government and other stakeholders.
  5. Support the mapping of partnership needs for the CSP#2 and the identification and selection of potential local partnerships.
  6. Support the partnerships established with national & international NGOs for the implementation), coordination and information sharing on joint activities as established through Field-Level Agreements/MoUs.
  7. Support WFP Country Office in the coordination between the national level authorities and municipality level authorities for effective program planning and management, ensuring a coordinated approach with wider programmes that comply with WFP standards and procedures.
  8. Support the WFP Nutrition, SBCC, M&E, and Logistics teams at Country Office and Programme Assistants at municipality level to coordinate data gathering and monitoring, ensuring that quality standards are maintained.
  9. Research and analyse policy and operational issues to support senior colleagues in development of programmes, activities and policies.
  10. Supervise and coordinate RAM and M&E functions within the CO.
  11. Perform other related duties as required.

TERMS AND CONDITIONS

JOB TITLE: Government Liaison Officer TYPE OF CONTRACT: Service Contract - SC8 UNIT/DIVISION: RAM Unit DUTY STATION: Dili, Timor Leste DURATION: 1 year with possible extension
