The Danish Refugee Council (DRC) is an international non-governmental organization that promotes and supports long-term solutions to the problems faced by refugees and internally displaced persons worldwide. DRC In Ukraine is looking for a highly qualified Government Liaison Officer in Dnipro.

Overall purpose of the role:

To approve the program activities and initiatives of the DRC in Ukraine and expanding cooperation with all levels of public administration, such as the government, educational system, etc. Participate in the creation of curricula, textbooks, training modules, and other mechanisms that can transfer fundamental aspects of DRC program activities to institutions that can sustainably promote knowledge in a useful way.

Sector responsibilities: In close cooperation with the DRС program managers, the Humanitarian Demining Team Leader, and the Government Relations Coordinator, at the stage of developing program mechanisms, organize communication with government authorities on humanitarian activities.

General tasks:

  • Identify, coordinate and organize meetings with key government agencies of a regional and local levels, as required to promote the development and implementation of DRC Ukraine programming, and to maintain good interinstitutional relations;
  • Conduct correspondence with state authorities in accordance with national legislation;
  • Collect and study relevant government strategies, including the attendance in various civic councils, working groups, etc., with a view of strengthening DRC programming’s understanding of and collaboration with state plans;
  • Communicate throughout DRC the messages coming from and being given to government counterparts.;
  • Attend meetings as agreed with the Area Manager with government partners, regional and local authorities, coordination bodies, etc., at all levels;
  • Lead the negotiation and preparation of replays on the government authorities on DRC programming, in cooperation with the Area Manager. Provide regular updates to authorities in other appropriate forms;
  • Represent DRC on government and organizations’ steering committees and advisory boards, as appointed.

Required experience and competencies:

  • Relevant university degree (graduate degree), preferably in international relations, jurisdiction, political science or management;
  • Fluence in Ukrainian; intermediate or higher level of English;
  • At least one year of professional work experience in international relations, jurisdiction or management, humanitarian work;
  • Good understanding of displacement issues of internally displaced and related international standards/frameworks;
  • Excellent negotiation, advocacy and communication skills;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy;
  • The capacity and willingness to be flexible and accommodating in difficult and insecure circumstances;
  • High level of computer literacy with proficiency in MS Word, Outlook and Internet.

Additional information:

  • Contract length: 12 months with the possibility of renewal depending on the effectiveness and funding of the program. Preliminary 3-month trial
  • Start date: As soon as possible
  • Closing date for applications: 15.06.2023
  • Type of contract: full-time, work in the Dnipro office with regular trips to Kharkiv and Zaporizhzhia, open only to Ukrainian nationals.
