Background:

In response to the large-scale displacement of refugees fleeing Ukraine, NRC is setting up humanitarian operations for refugees arriving in Poland, Romania, and Moldova. NRC is responding, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent with local partners.

Refugees who have crossed borders into neighbouring countries including Romania and Moldova, now total over 6.6 million from Ukraine and many millions more have been forced to move inside the country. NRC has established its Country Office for Moldova and Romania in Chișinău since April 2022 and has taken an innovative approach to work with governments and CSO to support and strengthen the response systems already in place. This approach necessitates a liaison and advocacy specialist who will help identify and communicate in the appropriate language to the key stakeholders involved in the response (government and CSO) and lead NRC advocacy work in the area of coverage.

What you will do:

The Government and Civil Society Liaison Specialist supports the NRC team in building its presence in RO and MD. S/he provides overall leadership, management, strategic direction and vision to NRC’s understanding of the local specifics and particularities of governmental and CSO systems in MD & RO.

Below is a summary of duties and responsibilities.

  1. Continuously identify and follow-up opportunities for influencing based on NRC Moldova and Romania advocacy priorities, both in country and internationally through NRC’s Representation Offices;
  2. Ensure that relevant NRC Country Offices and departments (Field Operations, External Relations, Partnership & Policy) are informed and briefed on response situation and priority advocacy issues
  3. Actively network with governmental institutions and other organisations involved in the response, and lead on development of joint field-based advocacy and positions towards target audiences
  4. Revise and update the NRC Country Office advocacy strategy as necessary
  5. Draft and deliver necessary reporting documents
  6. Seek fundraising opportunities for advocacy and contribute to the development of quality proposals, ensuring inclusion of research and/or advocacy activities on specific humanitarian and protection issues affecting displacement-affected where appropriate
  7. In close collaboration with the Access Coordinator, Conduct daily situation monitoring

Required skills and experience:

  • Post-graduate with minimum 5 years of relevant experience within the international field

  • Strong managerial and interpersonal skills

  • Documented results related to the position’s responsibilities
  • Good leadership and communication skills/profile
  • Fluency in English, both written and verbal

  • Experience working with government or diplomatic missions

  • Documented/proven results related to the position’s responsibilities, particularly in analysis, drafting of messages, coordination and networking
  • Professional proficiency in Romanian and Russian
  • Knowledge of the Eastern European region
  • Representation experience
