Expected duration Consultants will be held to the highest ethical standards and are required to sign a Code of Conduct and an individual declaration of independence (or statement of confidentiality) upon acceptance of the assignment. Please note that the monthly rate for Band C varies from CAD$ 7,562 to CAD$ 10,910 The duration of this assignment is 11 months with possibility of extension.

Duties and Responsibilities THE ORGANIZATIONAL SETTING:

The Secretariat consists of the Office of the Secretary General, five Bureaus, seven Regional Offices, the Finance Branch, the Office of Internal Oversight, and the Ethics Office. The five Bureaus are as follows: the Air Navigation Bureau, the Air Transport Bureau, the Technical Co-operation Bureau, the Legal Affairs and External Relations Bureau, and the Bureau of Administration and Services, which are located at ICAO Headquarters in Montreal. The position is located in the Office of the Secretary General (OSG). The ICAO Transformation Team is an expert team fulfilling Transformational Objective strategic functions on behalf of the Secretary General ensuring that ICAO is Strategically aligned under the Transformational Objective, the Transformation Strategy is executed and the portfolio of Transformational Output Programmes and Projects are co-ordinated and reported centrally to give an integrated view.

The incumbent carries out her/his mandate by managing the effective governance and reporting of the Transformational Objective, working with key stakeholders to ensure effective controls, operating rhythm and practises are in place as per the standards set by the ICAO Transformation Team. The incumbent acts with minimal supervision, under the overall guidance of and reporting directly to the Head of the ICAO Transformation Team. S/he exercises initiative in the day-to-day conduct of the work, in line with the guidance provided by the Head of the ICAO Transformation Team.

The Transformation Team ensure the Transformation implementation plan is facilitated and maintained and manages the integrity of the Strategic Operating Model. The Team also provide expert advice, guidance and strategic updates to Transformational Output owners and key stakeholders.

MAJOR DUTIES AND RESPONSIBILITIES Under the guidance and supervision of the Head of the ICAO Transformation Team, achieving the following results:

Function 1 (incl. Expected Results) Ensures robust governance frameworks, Programme controls and reporting mechanisms are operational and effective, achieving results such as:

  • Managed funding, budgets and prioritization with clear financial reporting for all Programmes and Projects.
  • Regular and consistent progress and status updates provided to stakeholders enabling effective engagement and communication.
  • Defined and integrated change and programme management.
  • Independent assurance, stress testing and problem resolution.
  • Well maintained RAID (risk, actions, issues and decisions) log, RACI (responsible, accountable, consulted and informed) log, stakeholder maps and programmatic document storage.

Function 2 (incl. Expected Results) Delivery of Transformational Objective reporting and management information, achieving results such as:

  • Informed and consistent reporting, dashboards and Transformational Objectives updates to SG, FSMG & colleagues.
  • Independent assurance and validation of good project planning, financial and resource management.
  • Independent assurance and validation of robust dependency mapping, implementation plan alignment and business impact analysis.
  • Highlighting of emerging risks, issues, blockers or inconsistencies and corresponding root cause analysis.

Function 3 (incl. Expected Results) Supports the integrity of the Strategic Operating Model, achieving results such as:

  • Effective management information input into design authority to co-ordinate and approve all elements of the Operating Model.
  • Effective business partnering with Transformational Output owners and stakeholders.

Function 4 (incl. expected Results) Performs other related duties, as assigned or required to ensure strategic alignment to the Transformational Objective.

Qualifications/special skills Academic Qualifications:

Essential A first-level university degree, and equivalent work experience/qualifications in programme management, risk, governance, reporting or a related field.

Desirable Proficient in Programme Management methodology demonstrable through a recognized Programme Management qualification. Proficient in Programme risk and control best practices.

Professional experience:

Essential

  • Experience in an aviation or UN organization or agency.
  • At least five years’ experience in a role related to Programme Management, organizational change/transformation or operational assessment, performance monitoring and assessment, internal process reviews, risk, governance, and/or audits.
  • Extensive experience in administration and implementation of strategic or operational (action) plans.
  • Experience in managing governance and risk in complex cross functional change initiatives.
  • Experience in producing management information, dashboards and executive level reports.
  • Strong demonstrable stakeholder management skills.
  • Prince 2, Agile or equivalent qualification.
  • Proficient in Microsoft Office including word, excel and power point.

Desirable

  • Good understanding of ICAO ways of working and people processes.
  • Experienced in programme management principles and methodologies.
  • Familiar with business change management.
  • Prince 2 or equivalent Practitioner’s Certificate.
  • Proficient in Microsoft Project, Power BI and graphic design.

Language:

Essential Fluent reading, writing and speaking abilities in English are essential.

Desirable A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
