Overview

Conduct research and enhance youth engagement in peacebuilding and governance.

You have:

  • Master's degree in social sciences or peacebuilding/conflict management, or equivalent education and experience in related area.
  • A minimum of five (5) years of progressively responsible experience in reconciliation or in areas of peacebuilding or conflict management is required.
  • Proven experience as a lead grassroots level peace adviser/consultant is required.
  • Knowledge in programming or strategy development including good understanding of PKO programming modalities is required.
  • Extensive field experience, especially in conflict and/or post-conflict settings; prior experience in the sub-Saharan African region is desirable.
  • Demonstrable ability to engage with sensitivity, strategic foresight, and political acumen in situations involving multiple actors and stakeholders from antagonistic ethnic communities and political fractions is desirable.
  • Fluency in English, both oral and written are required.

Result of Service Strategy paper on YPS in South Sudan strategic priorities, opportunities, and entry points for Mission support actions, which will strengthen CAD engagement in the promotion of youth in Peacebuilding and Governance.

Assist UNMISS in strengthening its institutional knowledge and enhance capacity to operationalize the YPS agenda at the country level in relation to peacebuilding and governance.

Operational Plan to implement the strategy at the subnational level.

Duties and Responsibilities Through its resolution 2567, the Security Council also envisaged a three-year strategic vision for UNMISS to: prevent a return to civil war in South Sudan; build durable peace at the local and national levels; support inclusive and accountable governance; and facilitate the conduct of free, fair, and peaceful elections in accordance with the Revitalized Agreement. Although, this vision cannot be realized without the will and commitment of the people and Revitalized Transitional Government of South Sudan, the United Nations has a role in facilitating it as set out below. To advance this three-year strategic vision, UNMISS focuses on critical tasks that advance the peace process, maintain national and sub-national stability, and support progress on key security, institutional and political benchmarks that will render peace-making gains irreversible, and which will culminate in free and fair elections needed to guarantee South Sudan’s transition towards a stable, democratic, and self-reliant state.

To that end, Civil Affairs Division is contributing towards the implementation of three tracks of engagement of the UNMISS Strategic Vision, namely; 1) Support the implementation of benchmarks enshrined in the Revitalized Agreement 2) Enhance general security and contribute to a safe and secure environment for political progress 3) Intensify grassroots civil and political engagements to promote peaceful co-existence and mobilize communities to support the implementation of the Revitalized Agreement

CAD intends to engage one International Consultant and to evaluate CAD engagement in the promotion of youth in Peacebuilding and Governance.

The UNMISS Community engagement strategy calls for an inclusive approach of which the youth is a fundamental stakeholder with a view to empowering them and supporting the mechanisms and community-based organizations they have established to ensure local ownership. Recognition of the importance of youth engagement is especially relevant in South Sudan where 70% of the population is classified as youth. Relatedly, Security Council Resolution 2250 calls for the participation and empowerment of youth in the prevention and resolution of conflict; their protection in armed conflict; and establishing conditions that provide for an enabling environment for youth to implement violence prevention activities.

The clarity and specificity of the latter two resolutions have helped to foster growing recognition of the importance of young people´s participation while further strengthening the call for implementing the youth, peace, and security agenda. For example, UNSCR 2535 is the first resolution to explicitly call on all UN peacekeeping operations (PKOs) to coordinate and increase their engagement in the implementation of resolutions 2250 (2015), 2419 (2018), and 2535 (2020) through inclusive partnerships with young people, and to ensure dedicated capacities with regard to youth, peace and security. The resolution also urges PKOs to develop and implement context-specific strategies on youth, peace, and security. References to youth engagement and the YPS agenda have also been increasingly featured in thematic resolutions of the United Nations Security Council. A total of six PKOs have concrete references to youth peace and security within relevant thematic resolutions by the Security Council. These missions include United Nations Mission in South Sudan (UNMISS). Involvement of youth in Peace building and governance is vital to subnational peace efforts that complement and sustain the national peace process.

The consultant will research on and identify entry points to create a mission strategy in strengthening engagement with the youth in South Sudan in the peacebuilding and Governance processes. The consultant will also draft an operational plan to implement the strategy.

The Governance expert – International Consultant will be in the lead with the assistance of the Governance expert – National Consultant. They will be based in Juba but will undertake extensive travels to field locations and engage with a wide range of local stakeholders. They will both report to the Director of the Civil Affairs Division.

Tasks and Responsibilities: - Review available and existing knowledge, baseline data on CAD engagement in the promotion of youth in peacebuilding and governance. - Map and assess the capacities of relevant stakeholders and institutions with respect to YPS, in order to identify gaps, propose actions, and with the purpose of mainstreaming youth in peacebuilding and governance. - Identify good practices for advancing the CAD engagement in the promotion of youth in Peacebuilding and Governance. - Help in drafting context-specific interventions which are youth-inclusive and youth-sensitive. - Identify and articulate strategic priorities, opportunities, and entry points for Mission support actions in facilitating youth in peacebuilding and Governance. - Develop an operational plan to implement the strategy at the subnational level. - Prepare and submit a comprehensive report that includes all consultancy findings. - Perform other tasks as required.

Qualifications/special skills Master’s degree in social sciences or peacebuilding / conflict management; or the equivalent combination of education and experience in a related area.
