Are you a senior compliance and risk specialist, preferably with a legal background, ready to apply your skills where it matters the most?

As part of the Norwegian Refugee Council, NORCAP solves challenges in the humanitarian, development, and peacebuilding sectors in order to better protect the lives and rights of people in vulnerable situations. We build partnerships, promote more effective ways of working and provide skilled experts to develop capacity. Since 1991 NORCAP has provided expertise to approximately 10,000 missions across the globe.

We work with and through our partners to address challenges via three core activities:

  • We develop partnerships with regional and global organisations and national stakeholders. We believe working together in a coordinated and sustainable manner is the best way to reduce needs, risks, and vulnerability over time.
  • We seek and promote more effective ways of working at the global level and in the field. Our aim is not only to reduce needs, but also to create choice and opportunity for vulnerable people.
  • We deploy skilled experts to develop our partner's capacity. Given their independence from the agendas and interests of the organisations they are deployed to, our experts are well-placed to identify and address challenges, improve collaboration and encourage new and innovative approaches.

In order to deliver more effectively on our core activities, and be better set up for the future, NORCAP has recently gone through a reorganisation process. One of the outcomes of this process is the establishment of the Governance and Finance Section where this position belongs. You will be reporting directly to the Director of the Governance and Finance section.

What You Will Do:

As a Compliance and Risk Specialist Adviser, you will be responsible for ensuring that NORCAP agreements with partners are compliant and updated. This includes outlining duties, rights, and other requirements as well as exploring key areas to be addressed in next-generation strategic partnerships.

Within the risk management area, you should contribute to implement a newly developed Risk framework that enables NORCAP to manage risks by supporting the organisational efforts to identify, assess, prepare for and respond to risks. An important responsibility will be to assist NORCAP in fostering a risk management culture by institutionalising processes and systems that embed risk management into operations and build capacity and awareness on risk throughout NORCAP.

Some of your specific duties and responsibility include:

  • Ensure that all legal agreement, including partner agreements, are compliant as well as capturing NORCAP’s interests and strategy
  • Analyse trends and patterns to inform and improve NORCAP’s risk management
  • Implement and ensure further development of NORCAPs risk management framework
  • Develop governing documents, guidance, tools and training material within the field of risk and compliance management

  • Promote a strong risk management culture by sharing best practise, internal learning and advances from peer organisations and other relevant public and private actors.

  • Contribute to the development of a document hierarchy and ensuring all NRC and NORCAP policies and procedures operate as a coherent system

What you will bring:

  • Law education and practise will be preferable
  • Alternatively relevant higher education within risk management, governance and/or law

  • Documented experience from working with compliance and understanding of legal agreements and aspects.

  • Proved ability to balance policy and compliance-based governance with collaborative problem solving
  • Have a strategic mindset and ability to transform that into concrete actions
  • Proved ability to drive cross functional and organisational cooperation with focus on delivery and impact
  • Strong ability to motivate colleagues

  • Demonstrated ability and experience representing at executive levels internally and externally

  • Good knowledge of standard ICT systems and tools
  • Knowledge and expertise in both the humanitarian and development sector is an advantage
  • Strong written and oral communication skills in both Norwegian and English, other languages are an advantage.
