Every year, over 1 billion children experience violence. Violence in childhood undermines all other investments in children: in their health, education and development, often with negative lifelong consequences and intergenerational impact. Recognizing the devastating impacts of violence against children, in 2015 world leaders committed to end all forms of violence, abuse and neglect by 2030, as part of the Sustainable Development Goals (SDGs). In July 2016, the UN Secretary-General launched the Global Partnership to End Violence Against Children and an associated Fund.

The End Violence Partnership includes governments, UN agencies, international organizations, civil society, faith groups, the private sector, philanthropic foundations, research practitioners, academics and children themselves – all uniting their voices, actions and resources in a unique public-private collaboration focused solely on achieving SDG 16.2: to end all forms of violence against children. In its first five years, the Partnership has helped develop and promote evidence-based solutions to end violence against children; enrolled 37 governments as ‘Pathfinder’ countries; launched an innovative initiative with education sector partners to end violence in and through schools; awarded almost $60 million in grants to projects aimed at keeping children safe online, safe to learn, and safe at home and in humanitarian situations; welcomed over 600 organizations as members; and galvanized those working to end violence through collective advocacy and events including an inaugural End Violence Solutions Summit.

The COVID-19 pandemic has put children everywhere at even higher risk of violence and abuse and threatens to undermine progress made in recent years. But COVID-19 has also heightened awareness, inspired new collaborations and ways of working, and demonstrated the value of the End Violence Partnership as a global platform for collective and evidence-based advocacy, action and investments. Together, we have a window of opportunity to start to translate the rhetoric of building back better into a reality for children in the coming years.

How can you make a difference? The Global Partnership to End Violence Against Children (End Violence) is seeking a Governance and Strategy Specialist to support the Partnership’s high-level governance and engagement activities, and lead the planning, monitoring and reporting of Partnership’s key performance indicators and implementation of its 2022-24 strategy. The role requires familiarity and previous experience related to the priority initiatives as well as the operations and administrative aspects of the Partnership, including review and updating of foundational documents and internal guidelines for management effectiveness. The Specialist will also manage the End Violence Country Dashboard, support the development of donor proposals, and participate in governance meetings to ensure that plans, activities, recommendations, decisions and action points are informed by unified results for ending violence against children.

Key tasks and responsibilities:

  • Lead and advise on the monitoring and reporting of Partnership’s performance indicators including the preparation of results reports to support strategic planning, governance and donor relations.
  • Provide technical assistance in results-based planning and budgeting, and simplifying financial presentations for senior management.
  • Prepare supporting documents related to the launch, promotion and implementation of the new End Violence Strategy.
  • Manage the End Violence Country Dashboard, setting guidelines and a process for regular maintenance, updating and data collection.
  • Support the preparation of the End Violence Annual Report 2021.
  • Support improving file management and updating of key operational documents.
  • Support drafting donor proposals for funding in 2022 and beyond.

  • Support finalizing guidelines for End Violence membership selection and reporting and engagement process.

  • Prepare governance meeting materials (pre-read, presentation deck, chairs’ brief and minutes) and monitor and ensure that activities, recommendations, decisions and action points during the meeting are within the scope of the strategy and workplan.

  • Organize and facilitate internal regular progress review meetings.

  • Support the Executive Office in the preparation of briefing notes, talking points, speeches, etc.

To qualify as an advocate for every child you will have …

  • An advanced university degree (Master’s or higher) in Social Sciences, International Relations, Political Science, Communications or related field is required.
  • A minimum of 5 to 7 years' of relevant experience at national, regional and HQ levels, within the UN system or in similar international organizations;
  • Experience and formal training in results-based management, strategic planning and M&E; knowledgeable of the governance and business model of global partnerships, and the mandate, operations and activities of the End Violence Partnership and Fund;
  • Field experience in the areas of work of End Violence, including child protection, education-in-emergencies, and national capacity building;
  • Experience in providing administrative and technical support to senior staff, donors, government officials, CSO and private sector representatives.
  • The successful candidate must be fully knowledgeable about the work of End Violence or similar global partnerships, including technical, administrative and operational functions related to planning, monitoring, evaluation and reporting.
  • Previous experience in governance and reporting roles of multi-stakeholder partnerships is preferred.
  • S/he will be highly responsive, results-oriented and proactive, with a flexible approach to delivering high-quality outputs in a highly-collaborative multicultural environment.

MANAGEMENT, LOCATION, TRAVEL AND DURATION

The Governance and Strategy Consultant will be hired on a full-time basis on a UNICEF consultancy contract within the Secretariat of the End Violence Partnership. S/he will report to the End Violence Deputy Director/Fund Chief and will work closely with other members of the End Violence Secretariat as needed.S/he will be an essential member of the End Violence team and will contribute to a culture of professionalism that emphasizes curiosity, learning, collaboration and delivery.

Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. They are required to certify that they are covered by medical/health insurance.

For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual. Therefore, expected travel costs must be included as a budget item in the financial proposal. Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. The consultant/individual contractor is responsible for arranging his/her own travel and submit invoices to UNICEF for payment as part of the contract.

The consultant is eligible for standard DSA for all work-related travel.

The consultant is responsible for assuming costs for obtaining visas and travel insurance.

COVID-19 has prompted remote and more flexible working, and we do not expect to return to full-time office-based working within the consultancy period. Therefore, the consultant may be home-based.

PAYMENT Monthly payment is based on monthly tasks and progress reports, approved upon monthly review with supervising unit.
