Org. Setting and Reporting This position is located in the Latin American and the Caribbean Institute for Economic and Social Planning (ILPES). The Governance and Public Management Officer reports to the Chief of the Division.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities Under the overall supervision of the Chief Division, the Governance and Public Management Officer will be responsible for the following duties:

Governance and Public Management Analysis:

•Participates in the formulation, organization and management of mandated programmes of governance, public and development management and in the formulation of possible governance, public administration and development plans, strategies, policies and actions to implement the Agenda 2030 and the SDGs for adoption by individual countries and/or the international community. •Participates in the identification of new or emerging governance, development planning, public administration and development management issues of potential concern to Member States and/or the international community, particularly those of a regional or global nature and design and in the development of programmes and projects to address them; •Commissions and manages governance, public administration and development management studies and analyses issues that cannot be undertaken internally. •Proposes, designs and supervises substantive research, studies, and prepares or reviews reports, and publications included in the Division’s regular and extra budgetary programmes. •Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the programme of work outputs. •Prepares reports on governance, public management and development management and on a wide range of development and issues related to strategic planning, public investment, management by results, budgeting by results and related issues for issuance by the Division. •Prepares briefing notes and speeches for senior staff and makes presentations on governance, development planning, public administration and development management related issues for specialist or non-specialist audiences. •Prepares first drafts of sectoral, country or regional components of analytical studies on governance, public administration and development management. •Proposes, designs and supervises research analyzing key trends to continuously enrich the substantive work of the Division.

Intergovernmental support:

•Provides substantive support on governance, development planning, public and development management to intergovernmental bodies such as the General Assembly, the Economic and Social Council, the UN Committee of Experts on Public Administration, the Regional Council for Planning and the Commission on Sustainable Development. •Prepares and manages meetings of intergovernmental bodies. •Represents the branch/Division at international, regional and national meetings on governance, public administration and development management issues.

Technical cooperation:

•Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on governance, public administration and development management issues and policies; •Negotiates with recipient governments on technical assistance programmes and projects •Organizes and coordinates cooperation among Member States on governance, public administration and development management technical cooperation programmes; •Leads or participates in technical cooperation missions •Plans and oversees implementation, monitoring, and evaluation of projects in governance, public administration and development management •Designs and undertakes research and studies in support of programme and project formulation. •Takes a leading role in supervising the administration of technical support of seminars and workshops organized by the Division and its partners.

Programme support:

•Participates and provides direct support in the formulation of the medium-term plan, the programme of work and the budget of the Division and in the formulation of the organization’s overall programme of work and other similar endeavors. •Attends to various administrative matters concerning the Branch or Division. •Maintains records and data related to programmes within his/her responsibility. •Performs other related duties as required.

Education Advanced university degree (Master’s degree or equivalent) in public administration, governance, political science, social science, business administration, law, public finance or related field. Studies on development planning is desirable. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years of experience on development planning and the design and implementation of development plans, public policies, programs and projects is required. A minimum of seven (7) years of proven experience in the provision of technical cooperation services to countries of the LAC region on planning for development and in the design and implementation of public policies is required. Experience in the design and use of learning materials used for training in the areas of governance, development planning or public administration is desirable. Experience in the preparation of manuals or guides for the use of government officials or civil society in the areas of planning for development and public management is desirable. Experience in conducting applied research in the areas of planning for development or public management is desirable. Experience managing multi-disciplinary professional teams is desirable. Experience in the preparation and management of international meetings or conferences is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and in English is required. Fluency in Portuguese is desirable.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (speak, read, write, and understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
