Result of Service Development of a practical guidebook with comprehensive technical information on GSP in the context of TVET system.

This guidebook is both for National Ozone Officers (NOOs) and national technical and vocational education and training (TVET) authorities to provide them with step-by-step guidance/advice on which stakeholders they need to engage for cooperation, what actions need to be undertaken by whom as well as share experience of countries that already incorporated GSP into their TVET qualification and certification system.

Duties and Responsibilities UNEP OzonAction in Asia and the Pacific Office assists the National Ozone Units (NOUs) of 38 developing (or Article 5) countries in activities with national compliance to the Montreal Protocol and its amendments through implementing Institutional Strengthening (IS) projects, HCFC phase-out Management Plan (HPMP) and other enabling activities. As part of its CAP, UNEP OzonAction in the Asia & the Pacific Office also provides service for South-Asia, Southeast Asia, and the Pacific Island network countries through network and thematic meetings, compliance monitoring, data reporting, policy support and technical assistance, monitoring & control of ozone depleting substance (ODS) trade, NOU capacity building, south-south cooperation, and awareness and information.

Under the control measures of the Montreal Protocol, Parties are phasing out hydrochlorofluorocarbons (HCFCs), which are ODSs and mainly used as refrigerants in all countries. As one of its focus areas, UNEP has been supporting Article 5 countries to deliver Good Servicing Practices (GSP) through capacity building training workshops for RAC master trainers and RAC servicing technicians to reduce consumption/emissions of HCFC by preventing refrigerant leakage from equipment during servicing as well as operation. Over the past decade, the key lesson learned is that there are continuous requests to organize more training workshops to build the capacity of new technicians enrolling in this sector. Several options have been explored by UNEP CAP on how capacity building activities should be implemented in a sustainable manner to ensure that RAC servicing technicians have sufficient competency on GSP to service RAC equipment before performing the job. Moreover, the Kigali Amendment adopted in October 2016 to phase-down the consumption of potent greenhouse gases namely hydrofluorocarbons (HFCs) have also been a driving force to implement a holistic approach to sustain capacity building activities in the RAC servicing sector. Notwithstanding that new alternatives to HFCs are more environmental-friendly, they have different properties such as flammability, toxicity or having higher pressure compared to their predecessors resulting in more technical complexity and servicing challenges.

In order to make the GSP training sustainable, integration of GSP into the existing technical and vocational education (TVET) system is one of the strategic approaches that UNEP CAP is promoting for RAC servicing sector. UNEP CAP Asia & the Pacific office in coordination with International Labour Organization (ILO) regional office, is jointly developing a guidebook on how to integrate relevant GSP components into existing national qualification and certification system for RAC servicing technicians. This guidebook is both for National Ozone Officers (NOOs) and national technical and vocational education and training (TVET) authorities to provide them with step-by-step guidance/advice on which stakeholders they need to engage for cooperation, what actions need to be undertaken by whom as well as share experience of countries that already incorporated GSP into their TVET qualification and certification system.

UNEP, in consultation with ILO Regional Office, has hired an international consultant with good understanding of the national TVET systems to develop a guidebook with stepwise and practical guidance for the integration of the GSP contents into national TVET system and the draft guidebook has been available and presented to the NOOs during the Thematic Workshop on Integration of Good Servicing Practices into National Recognition of Prior Learning (RPL) System to promote a competency-based certification. Given that each country has a different interpretation on the elements of GSP to include in the TVET system and level of GSP integration is varied from country to country, it was recommended that the guidebook that is under development should include key GSP elements for countries to have common understanding to incorporate in their TVET system for all levels of National Occupational Standards.

To ensure the GSP content is properly reflected and incorporated into the guidebook, UNEP is hiring an international consultant with both extensive technological expertise on the refrigeration and air conditioning sector, especially the servicing sector, and a good understanding of the TVET systems to assist the development the GSP contents, as part of the guidebook development.

DUTIES AND RESPONSIBILITIES:

(1) Review the draft guidebook and provide comprehensive comments/inputs concerning the guidebook structure, description of the TVET system and the GSP-related contents;

(2) Develop minimum and maximum GSP competency units, competency elements and competency performance criteria and incorporate the information into the guidebook as standalone documents and/or appropriate references within the guidebook;

(3) Develop detailed information how the GSP competency units, competency elements and competency performance criteria can be integrated into the training curriculum, competency-based assessment, and recognition of prior learning (RPL) system, including the timelines, grades, modality of trainings/assessments etc.

(4) Review and address comments received from different stakeholders during the review process of the guidebook

The consultant reports to the Senior Montreal Protocol Regional Coordinator of UNEP OzonAction CAP Asia and the Pacific Office in Bangkok.

Qualifications/special skills Academic Qualifications: At least a diploma from school in TVET system or a university degree in area related to mechanical engineering or refrigeration and air-conditioning (RAC) or other relevant areas. Other academic qualification in combination with 5 years of qualifying work experience in related field may be accepted in lieu of the diploma or bachelor's degree in area related to mechanical engineering or refrigeration and air-conditioning (RAC).

Experience: - At least 5 years working experience related to good servicing practices in the refrigeration and air conditioning system is required. - At least 3 years working experiences in the national technical and vocational education and training (TVET) system is required. - Working experience with industry, NGO, government for the implementation of the Montreal Protocol is desirable. - Working experience in the Asia Pacific region is desirable.

Language: Fluency in written and spoken English is required.
