  1. Purpose of consultancy

The purpose of this consultancy is to provide technical expertise to the Ministry of Health to conduct the Global Youth Tobacco Survey (GYTS) & Global School Health Survey (GSHS).

  1. Background

    Jordan has conducted GYTS in 2014 and GSHS in 2007. As a key risk factor for major noncommunicable diseases, which account for nearly 80% of all deaths in Jordan, tobacco use continues to be one of Jordan’s biggest public health concerns. It is part of the international program for Jordan to conduct the two studies to be provide urgently needed data for the country, that can be used for regional and international measures. The consultant will be responsible to facilitate as the research coordinator the conduction of Global Youth Tobacco Survey 2019 and the Global School Health Survey 2019 in Jordan. The development of the questionnaires was already done and approved by Ministry of Health and Ministry of Education in 2019. However due to COVID-19 pandemic and closure of schools, the data collection was not conducted. The primary objective of the GYTS study is to provide evidence-based assessment of the prevalence of tobacco products use (cigarettes, waterpipes, e-cigarettes and heated tobacco products) among youth 13-15 years-old. The data should also be compared with previous GYTS to analyse the change in trends and behaviour. The primary objective of the GSHS study is to provide evidence-based assessment of the prevalence diseases and behaviour of youth 13-17 years-old. The data should also include current trends and global measures of importance like bullying, depression and usage of emerging tobacco products. The data should also be compared with previous GSHS to analyse the change in trends and behaviour.

  2. Work to be performed

Fullfil Research Coordinator (RC) tasks as per CDC/WHO guidelines for Global Youth Tobacco Survey (GYTS) and for Global School Health Survey (GSHS)

Output 1: Implement the Global Youth Tobacco Survey (GYTS) 2022 study for Jordan, coordinate the implementation, report and communicate with Ministry of Health and Ministry of Education

Deliverable 1.1: Update implementation plan for data collection of the GYTS questionnaire. The GYTS questionnaire itself does not need any update.

Deliverable 1.2: Coordinate with the Ministry of Health and Ministry of Education GYTS committee as head of the committee, and ensure constant updates for the committee and inclusion of feedback.

Deliverable 1.3: Coordinate field workers and data collection based on WHO guidelines and rates (by October 2022) and ensure completion and submission to EMRO within the timeline (by November 2022). The data will be analysed by CDC/USA.

Output 2: Implement the Global School Health Survey (GSHS) 2022 study for Jordan, coordinate the implementation, report and communicate with Ministry of Health and Ministry of Education

Deliverable 2.1: Update protocol of the GSHS and Global School Health Survey Policies and Practices (GSHPPS) as per WHO/CDC global updated protocols post- Covid-19 crisis. Update implementation plan for data collection of the GSHS questionnaire.

Deliverable 2.2: Coordinate with the Ministry of Health and Ministry of Education GSHS committee as head of the committee, and ensure constant updates for the committee and inclusion of feedback.

Deliverable 2.3: Coordinate field workers and data collection based on WHO guidelines and rates (by October) and ensure completion and submission to EMRO within the timeline (by November 2022). The data will be analysed by CDC/USA.

  1. Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Master’s degree Public Health, Community Medicine, Epidemiology, or related field.

Desirable: PhD degree in Public Health, Community Medicine, Epidemiology, or related field.

Experience At least 7 years of experience in public health research, of which five years of combined experience at national level in tobacco control research. Previous experience and knowledge on tobacco control in Jordan.

Skills/Technical skills and knowledge:

Relevant work experience in national governmental institutions, NGOs, or universities. Excellent skills in statistical studies, data analysis, and conduction of qualitative and quantitative studies.

Languages and level required:

Excellent command of English and Arabic (Read - Write - Speak).

The selected Consultant will be expected to provide a medical certificate of fitness for work.
