Purpose of consultancy

Tobacco use is one of the major preventable causes of death in the world and its burden can be dramatically reduced if early detection strategies were adequately implemented.

The purpose of the Consultancy is to determine the prevalence of tobacco use among students, aged 13–15 years during the scholar year 2023-2024 in Tunisia.

Background

In Tunisia, tobacco weighs heavily on the health of Tunisians and the health of its economy. The prevalence of tobacco consumption is 25% and is particularly high amongst the male population (50%) as per the latest Tunisian Health Examination Survey 2016.

According to a recent Tunisian investment case study, every year, tobacco use kills more than 13 200 people, representing 20% of the overall number of deaths in Tunisia, with 49% of these deaths among individuals under age 70. It is estimated that 18% of lives lost from tobacco use are due to exposure to secondhand smoke. In 2019, the economic losses linked to tobacco use in Tunisia were considerable, estimated at 2 billion Tunisian dinar, which is equivalent to 1.8% of Tunisia’s gross domestic product.

Among adolescents aged 13-15 years. The prevalence of cigarette smokers in 2017 was 7.7% [15.0%-24.8%], (14.2% [15.0%-24.8%] in boys vs 1.4% [15.0%-24.8%] in girls).

To monitor this problem (MOH and MOE) Tunisia in collaboration with WHO and CDC organize regularly the Global Young Tobacco Survey (GYTS) for monitoring of the importance of tobacco consumption at youth.

Deliverables

Output 1: Final protocol including the school enrolment list, the sample parameter worksheet, the country-adapted questionnaire, the survey implementation plan/proposal, budget breakdown & implementation timeline. Preparation of the Global Young Tobacco Survey

Deliverable 1.1: Develop the school enrolment list and the sample parameter worksheet

Deliverable 1.2: Prepare the country-adapted questionnaire.

Deliverable 1.3: Develop the survey implementation plan/proposal, budget breakdown & implementation timeline.

Output 2: Training materials, agenda and pilot study report

Deliverable 2.1: Train the field workers for the implementation of GYTS;

Deliverable 2.2: Conduct the pilot testing for the questionnaire;

Deliverable 2.3: Ensure precise adherence to the survey's standard protocol, guidelines, methodology and selected sample size.

Educational Qualifications

Essential: An advanced degree (Master’s degree) in medicine, or public health, complemented by a specialization in epidemiology.

Experience

Essential: At least 5 years of proven experience in public health especially in conducting surveys.

Previous experience on Global Young Tobacco Survey

Skills/Knowledge

· Knowledge of the global public health aspects relevant to NCDs, in particular the tobacco control.

· Strong communication and coordination skills

· Ability to handle multiple tasks

Languages

Fluency in languages (Arabic, French & English)

Location

The Consultant will perform the tasks with duty travels inside Tunisia.

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)

· Remuneration: at the national pay rate of NO-D

· Expected duration of the contract: Start date 15/07/2023 - End date 30/09/2023
