The organization is committed to innovation in data collection and analysis, aiming to enhance the effectiveness of humanitarian responses. ACAPS operates in various countries, deploying experts to assist in crisis assessments and analysis, and is currently transitioning from a hosted project to an independent entity, with a new core team being established in The Hague.
Job Overview: The Global Security Manager is a key role within ACAPS, responsible for enabling staff security and wellbeing through the design and implementation of appropriate and effective safety and security policies and approaches across all ACAPS locations. The GSM will work closely with ACAPS staff across all locations to identify and address safety and security issues and to develop a strong security culture ensuring high standards in security awareness, planning, practice and management.
This position is crucial as ACAPS transitions to an independent entity, requiring the establishment and effective running of security risk management approaches, systems, and capacities.
Qualifications
Required Qualifications: Candidates for the GSM position should possess global security risk management leadership experience, with experience leading security for an international NGO across multiple locations. A strong background in security risk management is essential, along with in-depth knowledge of humanitarian contexts. The ideal candidate will have a proven track record in fostering a security culture of high standards and will be skilled in operationalising that culture with strong systems and approaches. Strong emotional intelligence and communication skills alongside a collaborative leadership style are critical for success in this role, as is a commitment to ACAPS' values.
Educational Background: A BA or equivalent in a relevant field is preferred for the GSM position.
Experience: Candidates should have a minimum of 5 years of running global safety and security functions for an international organisation. Previous experience establishing global security functions from the ground up is an advantage, particularly in organizations undergoing transitions or structural changes. Familiarity with the humanitarian sector and its operational challenges will be advantageous, as will experience in enabling security risk management across multiple countries.

Proven ability to accurately assess risks and advise on appropriate mitigation measures that enable organisational operations.
Demonstrated ability to work effectively with individuals from diverse backgrounds.
Skilled in team management and capacity building with abilities to run briefings, presentations and training
Proficiency in Information and Communication Technology (ICT) tools relevant to security management.
Willingness to travel to insecure environments is required.
Availability to work outside regular office hours when necessary.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within ACAPS. Proficiency in additional languages is considered an asset, enhancing the candidate's ability to engage with a diverse workforce and stakeholders across various regions.

The GSM position is a full-time role with a contract duration of 100%, subject to funding. The successful candidate must have the right to live and work in the contracted location. The starting date for this position is anticipated to be in early January. The GSM will report directly to the Chief Operating Officer. Key responsibilities include
Ensuring effective leadership of ACAPS safety and security oversight, including effective planning, delivery and tracking of related policy adherence and operational targets.
Providing overall direction and leadership of security issues across ACAPS, operating as an essential partner to ACAPS Senior Management Team, Team Leaders and Regional Managers.
Developing and implementing security risk management strategies to identify, assess, and mitigate operational risks.
Assessing security issues as they arise and providing advice to staff across locations in addressing these situations, as needed.
Providing leadership and support to team members with information, tools and resources to continually improve ACAPS’ culture of high standards in safety and security awareness, planning, practice and management.
