Background

Placing women's rights at the centre of all its efforts, UN-Women will lead and coordinate the United Nations System's efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. The UN Women Security & Safety Services within the Division of Management and Administration, reporting to the Executive Director, is responsible for all aspects of security and safety management for UN-Women.

Under the direct supervision of the UN Women Global Security Adviser, the Global Security and Safety Training and Administrative Analyst is responsible for the development, coordination and delivery of various training topics globally and the provision of administrative support to the global team, with oversight and supervision of the Global Security Associate. The Global Security and Safety Training and Administrative Analyst will coordinate their activities with Regional Security Specialists under the guidance of the Global Security Advisor. The responsibilities are aligned to UN & UN Women security policies, procedures and guidelines to minimize the risk to UN Women personnel, property, and operations in the field while at the same time enabling UN Women programme delivery throughout the organization.

The position and duty station will be located in Copenhagen, Denmark, and will be required to complete international mission travel as directed.

Duties and Responsibilities

Provide guidance and technical support for UN Women security and safety-related education and training programmes:

  • Participate and/or lead the development of new and review updates of existing security and safety education programmes with a strong gender mainstreaming focus;
  • Assess educational needs, identify, design, coordinate and deliver education programmes to UN Women personnel at all levels;
  • Ensure the highest standard of delivery of various security and safety education programmes to UN Women personnel through continuous review and analysis of organizational needs and participant feedback;
  • Monitor and ensure the implementation of education programmes at all stages, measuring educational programmes performance using appropriate tools and techniques and escalating implementation difficulties and recommending remedial actions to Global Security Advisor;
  • Keep abreast of developments in various areas of security and safety training and learning within and without of the UN Security Management System;
  • Collaborate with other UN Women teams to ensure that security and safety education programmes are consistent with the overall organizations goals, and that cross-cutting issues are incorporated into the design and development, including new and updated security policies outcomes of the Security and Safety Services bi-annual work plan, HR Strategy and UN Women mandate;
  • Ensure that accurate records of all education sessions delivered and participants feedback received are accurately recorded;
  • Coordinate and administers examinations and tests related to training certification;
  • Participate in Inter-Agency training design and delivery programmes and support organizational activities in other UN fora related to education and training, e.g. ,the UN Standing Committee on Learning and Training (SCOLT);
  • Assist in preparing policy papers, position papers and briefing notes for the Global Security Advisor, various Working Groups on issues related to security and safety training and examinations and tests, and collects and maintains related data;
  • Maintain UN Women Security and Safety Services Intranet and SharePoint platforms;

Monitor and report on UN Women compliance related to the completion of mandated security and safety related training:

  • In collaboration with HR and IT, design, implement and administer an innovative system that will ensure that all UN Women personnel have completed all mandatory security and safety related training, proactively monitoring compliance levels;
  • Coordinate with Regional Security Specialists and HR when required compliance is not achieved in a timely manner and develop compliance strategies.

Liaise with and participate in the local and regional security and safety community:

  • Actively liaise and coordinate activities with UN Security Management System (UNSMS) organizations on matters related to the design and delivery of security and safety education and training programmes;
  • Participate as a member of security groups, particularly the Inter Agency Security Management Network (IASMN) Working Groups, as directed by the UN Women Global Security Adviser;
  • Represent UN Women on behalf of the Global Security Adviser at security and safety meetings and attends security workshops/training sessions, working groups and conferences as directed.

Collect, update, and communicate security and safety information:

  • Provide updates and information to HQ in relation to the security intranet portal and documentation;
  • Disseminate security and safety information and measures to personnel;
  • Disseminate analytical products and outputs of the Security and Safety Services to stakeholders.

Provide security and safety operational support:

  • Conduct surge missions to high-risk areas to support UN Women operations or as part of joint Inter-Agency efforts;
  • In coordination with Regional Security Speiclsits provide security and safety support to UN Women offices through direct intervention and capacity building;
  • Prepare and submit security clearance/movement of personnel requests;
  • Provide oversight and coordinate the implementation of UN Women Warden Systems;
  • Maintain information related to UN Women offices and residences including the Global Premises Directory.

Provide administrative and logistical support:

  • Provide oversight and management of security and safety services administrative support:
  • In support of the Global Security and Safety Associate, provide administrative and logistical support to UN Women Security and Safety Services team memers;
  • Provide budget and financial oversight to administrative services within the Security and Safety Services Team, coordinating disbersements of security and safety compliance funding, approved by the Global Security Advisor;
  • Provide Procurement and Travel oversight and services to the Security and Safety Services Team in support of the Global Security Associate
  • Other administrative and logistical support as directed.

Coordinate the budget and finances:

  • Compile inputs to support the process of the security and safety services bi-annual work plan and related budgets;
  • Prepare security and safetry training budgets;
  • Provide security inputs to UN Women work plans, strategic documents, programme reviews, and budgets;
  • Monitor and support allotted UN Women Security and Safety budgets, expenditures and approved limits through the monitoring of monthly budget reports;
  • Keep the Global Security Adviser updated on expenditures in the operational budget;
  • Ensure budget closures and reports as per established budgetary processes.

Perform other security-related tasks including but not limited to:

  • Maintain close liaison with Regional Security Specialists;
  • Perform any other duty assigned by the Global Security Advisor.

Required Skills and Experience

Education and certification:

  • Master's degree or equivalent in security management, business administration, leadership, political/social science, psychology, education, international relations or a related field;
  • A first-level university degree in combination with two years of qualifying experience may be accepted in lieu o f the advanced university degree. UN, military or police senior Command and Staff College qualification with command experience, may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 2 years of progressive experience to include training and education, security, administration and programme management;
  • Experience in the development, design and delivery of adult learning products is required;
  • Experience in the provision of administrative support is required;
  • Experience working with the United Nations and the UN Security Management System in particular, is an asset.

Language requirements:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
