Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Global Safety Advisor (GSA)

About the job

The GSA will work to implement the DRC Global Safety Policy and Safety Risk Management System (SRMS) for DRC. The GSA area of operations will be a global portfolio, where DRC is operational but not limited to. The GSA is not permanently based in any DRC program but can be deployed to plan and conduct training or as temporary surge/cover/substitution capacity when required. Weighting the two objectives, training will initially constitute most of the deployments.

Specific Objectives Surge and Training

The GSA, is expected to pursue the following objectives:

  • Undertake and coordinate the Safety Risk Management (SRM) process during deployment.
  • Develop area and country safety management policies, protocols, and procedures.
  • Undertake and facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures.
  • Analyse and report on relevant safety information at global, regional, country and field level in support of qualitative decision regarding safety and improved humanitarian access.
  • Develop and implement safety training in accordance with the requirements in the DRC Global Safety Policy.
  • Ensure best practice on all type of safety related training courses and keep up to date with the humanitarian aid community needs, to deliver targeted training to DRC and potential external clients.
  • Mentor and provide technical supervision to program safety staff.
  • Develop the capacity of, and coordinate, relevant Incident Management Teams (IMTs)
  • Provide surge support to IMTs and the Regional Crisis Management Teams by deploying as required.

Responsibilities and Tasks

To achieve the position objectives, the GSA will perform the following tasks and undertake the following responsibilities:

During Surge/Cover/Substitution

  • Manage the development and implementation of the SRMS process. Specific tasks include (but not limited to):
  • Assist and monitor the development of area specific SRAs.
  • Assist in the development of area specific safety plans, including Local Safety Rules (LSR); Standard Operating Procedures (SOPs); Contingency Plans (CPs); and Minimum Operating Safety Standards (MOSS).
  • During deployment, fill the role of a regional/country safety adviser and report on safety related information to chain of command.

During training

Through the DRC Global Training Coordinator manage the development and implementation of all safety related training. Specific tasks include:

  • Assist with and monitor the development and standardization of new training courses and materials, with particular focus on providing quality training in areas with limited infrastructure and support.
  • Coordinate with all staff to deliver training and ensure good working relationship is maintained in teams.
  • Be prepared to lead the delivery of training courses and find solutions for unexpected situations.
  • Liaise with DRC staff and external parties to coordinate the delivery of safety training.
  • Develop and execute logistical plans to facilitate training delivery.
  • Develop all aspects of new training materials and maintain asset inventories of equipment.
  • For the implementation of courses, prepare the relevant DRC documentation in accordance with DRC policy for procurement and logistics compliance.
  • Mentor and induct new members of the training team to DRC provided courses.

Reporting arrangements

The GSA will report to the Head of Global Safety (HGS). While working in relation to trainings the GSA will report to the Global Training Coordinator.

About you

To be successful in this role we expect you to have an interest in and understand DRCs humanitarian work. Moreover, we also expect that you have a stable and robust character, team-player with a good sense of humour. You are also expected to be able to travel on short notice and be deployed for up to several months.

Required

  • University or higher degree in relevant discipline.
  • At least 5 years’ experience working with NGOs and/or international agencies on similar duties overseeing or implementing Safety and Security.
  • INGO Safety Management Experience with a proven ability to develop and implement effective and contextualized protocols and systems.
  • Previous experience as a trainer/instructor/teacher.
  • Proven experience with delivering safety-related training.
  • Demonstrated experience with information gathering analysis and report writing.
  • Demonstrated ability to conduct and produce high quality safety risk assessments (SRAs)
  • Excellent project management, coordination, and communication skills.
  • Proven ability to prioritize tasks and meet deadlines.
  • A high level of personal integrity.
  • Demonstrated experience with critical incident management.
  • Proven ability to work effectively with minimal supervision.
  • Fluent in written and spoken English and French.

Desirable

  • Fluency in Spanish or Arabic is an asset.
