This is an exciting opportunity to strengthen NRC’s systems and build up a culture for prevention of sexual exploitation and abuse, and sexual harassment across the organization. The Global Safeguarding Specialist will travel approximately 40% of their time to country and regional offices to provide guidance on meeting safeguarding minimum operating standards for PSEAH and child safeguarding, and work in collaboration with, mentor and/or support key regional and country level stakeholders to integrate SEAH prevention activities into daily work contexts.

What we are looking for:

NRC is seeking a Self-starter and a highly qualified “Global Safeguarding Specialist” with demonstrated strong experience of working on prevention of and response to SEAH, ideally within the humanitarian field, including SEA Investigation Management with a thorough understanding of the safety and protection needs of survivor(s) and others related to SEA allegations.

What you will do:

Generic responsibilities

• Provide technical guidance on and support for each NRC office on implementing the Safeguarding Framework Minimum Operating Standards for PSEAH.
• Advise and collaborate with NRC senior managers on effective safeguarding approaches to reduce the occurrence of SEAH across operational functions.
• In consultation with Field Operations and Human Resources staff, develop and advise on strategies, tools, and guidelines for organizational safeguarding practices.

Specific responsibilities

• Develop an organization wide Safeguarding Framework that meets the CHS Alliance certification requirements and the IASC Minimum Operating Standards (MOS)for PSEAH.
• Define roles and responsibilities for NRC people at CO, RO and HO levels to meet each MOS.
• Setup the Safeguarding Framework and develop communications for NRC to roll-out across NRC operations.
• Coordinate with other NRC staff or consultants working on child safeguarding and gender-based violence issues to ensure that procedures and policies for prevention and response are complementary and coherent.

What you will bring:

• Strong experience of working on prevention of and response to SEAH, ideally within the humanitarian field, including SEA Investigation Management with a thorough understanding of the safety and protection needs of survivor(s) and others related to SEA allegations.
• Experience of working in complex and volatile contexts (including refugee camps and displacement sites) and ability to work independently and, at times, under pressure in a results-oriented multi-tasking and multi-cultural environment and to manage conflicting priorities.
• Strong facilitation and presentation skills and ability to deliver sensitive messages appropriately to a variety of audiences, building a sense of engagement.
• Excellent communication skills, with a strong emphasis on active listening.
• Able to represent the organisation at a strategic level within the PSEA, Safeguarding fields.
• Training and or certification in safeguarding investigative methodology desirable.
• Fluency in English and French, both written and verbal.
• Proficiency in another language highly desirable (particularly Spanish, or Arabic).
• Demonstrable interest in working to prevent sexual exploitation and abuse and harassment.
• Demonstrable experience or interest in working with survivors of sexual violence, including child abuse.
• Ability to develop and deliver training and capacity building programs for the country offices, including but not limited to Code of Conduct and PSEA and Child Safeguarding, and coach and mentor country office staff with prevention responsibilities.
• Excellent self-awareness and understanding of the need for self-care.
• Demonstrable ability to always maintain a high level of professionalism and confidentiality.

• Experience using participatory training methodologies.

  What we offer:- Duty station: NRC Germany, Norway and/or Belgium.

• Contract: National 2 years with the possibility of extension.
• Salary/benefits: Grade 9 on NRC’s regional salary scale, with accompanying terms and conditions.
