Overview

Manage HR operations for emergency response in varied locations.

You have:

  • Minimum 5 years of experience from working as a senior HR Manager in a humanitarian/recovery context
  • Advanced knowledge and expertise in HR
  • Experience from working in complex and volatile contexts
  • Documented results related to the position's responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and French, both written and verbal
  • Valid driver’s license
  • Ability to move and stay for short period in different countries
  • Experience with start-up, exit or similar

Contract

This is a Professional contract, Grade 9 (NRC) contract. More about Professional contract, Grade 9 (NRC) contracts.

The Emergency Response Section (ERS) in the Field Operations Department is responsible for developing and operationalising NRC’s global “centre of excellence” on preparedness and emergency response. Thus, the ERS is responsible for ensuring that NRC has the required methodology, guidance and capacity in place for rapid deployment to assess needs, initiate coordination and start any required first response activities in affected countries. The Section also operates Roving and Surge capacities for human resource mobilisation to existing and new operations. The Global Roving HR Manager Start-up is one of these global roving capacities.

General Responsibilities:

  1. Implement NRC’s HR and admin systems and procedures
  2. Ensure that country set up adhere to Employment standards, HR policy and other NRC policies
  3. Ensure compliance with the local labour law
  4. Training, support, control and development of HR teams
  5. Support and train all staff with HR responsibilities/personnel management
  6. Management of the HR team
  7. Provide regular HR analysis and reports
  8. Ensure safe and standardized filing of personnel documents in all offices
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention.

Professional Competencies

  • Minimum 5 years of experience from working as a senior HR Manager in a humanitarian/recovery context

Additional Details:

Duty Station: Global Roving

Type of Contract: 24 Months renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale
