Background

NRC’s Emergency Response Section (ERS) leads the organisation’s overall capacity to respond to new and emerging humanitarian crises, including through active monitoring, innovation and system development, crisis activation and emergency deployments. Working across all organisational levels, the ERS provides guidance and capacity to enable established country offices to respond to emerging crises and leads on the establishment of new country start-ups responding to critical humanitarian situations. The ERS’ multi-disciplinary team of roving emergency experts is backed by a small team of technical leads at head office, focused on ensuring that NRC’s emergency responses are principled, timely, agile and relevant to the priorities of people affected by crises.

Job Purpose

The main purpose of the Global Roving Finance Manager – Start-up position is, but not limited, to:

  1. Deploy to a start-up operation as Finance Manager to lead the establishment of NRC’s country finance function, standards and procedures
  2. Function as interim Finance Manager in an existing NRC country programme, in the case of a critical gap, emergency response, or scale-up
  3. Function in a Finance Advisory capacity to a Country or Regional Office, to:
  • Develop national staff capacity within Finance, and/or
  • Review and audit existing Finance work in an operation, and/or
  • Develop and improve the Finance provision in an operation, including support with implementation of global strategic initiatives.

What you will do

  • Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
  • Implement NRC’s financial systems, routines and procedures
  • Maintain overall budget control and monitor cash flows
  • Manage the finance team as well as train line managers and staff on financial responsibilities
  • Provide regular analysis and reports
  • Implement of anti-corruption policy
  • Provide an enabling environment for the implementation of cash-based interventions, through working across programme and support teams and the development of relevant guidance and Standard Operation Procedures
  • Contribute to the identification of opportunities to implement cash-based interventions and market based programmes by participating in assessments and response analysis discussion
  • Reference to specific responsibilities is outlined in a separate Terms of Deployment (TOD) which will be developed for each assignment.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Minimum Bachelor’s degree in Finance, Accounting, Economics, or other related field.
  • Minimum 3 years of experience from working as a Senior Finance Manager in a humanitarian/recovery context.
  • Advanced knowledge and expertise in finance with solid knowledge of computer software and modern accounting systems
  • Experience from working in complex and volatile contexts
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
  • Knowledge and skills in cash-based interventions and financial service provider assessments
  • Flexible, resilient, and able to thrive in a dynamic work environment with little structure.
  • Fluency in English and French, both written and verbal. Arabic or Spanish an asset.

Additional Information:

Duty Station: Global roving.

Travel: Up to 75%

Duration of contract: 24 Months.

Grade 9 in NRC's grading structure

Reports to (overall reporting): Head of Emergency HR

Reports to (during deployments): Global Roving CD – Start-up: During start-ups;

Head of Support or CD: During regular deployments

Provides supervision to: Defined per deployment
