Background

NRC is rolling out a shared cost apportionment methodology to the organisation. NRC’s Fair Shared Cost Allocation (FS) model has implications on several key processes, mainly proposal development and budgeting, donor negotiations, allocation of shared cost and donor financial reporting. Following on the results of an evaluation about its model, NRC wishes to increase its on-site support capacity for the country operations’ implementation of the FS model going forward to better drive the required changes.

The Roving Global Fair Share Adviser is part of the team lead by the Head of Policy and Control Operations focusing on support to and capacity-building of the country operations in their implementation of the Fair Shared Cost Allocation (FS) model. The postholder will be required to be on-site in country operations for periods of time, but also to support analysis and development of resources (tools and procedures) related to the FS-model together with the Global Resource Team for Fair Share.

The Policy and Control Operations unit is part of Global Finance (GF) section in Head Office. The GF section is a part of the Organisational Development department and is responsible for the development and operationalization of the Centre of Excellence for Financial Management in NRC and as such to ensure that NRC delivers high quality, effective and accountable financial management in line with policies, strategies, donor requirements, national legislation, systems, handbooks and guidelines.

Responsibilities

The Roving Global Fair Share Adviser is responsible for providing a range of advice and support to country offices and regional offices in the implementation and effective use of the Fair Shared Cost Allocation model.

  • Be one of two dedicated on-site resources for the implementation of the Fair Shared Cost Allocation (FS) model across NRC
  • Contribute to the roll out of the FS-model across NRC, including supporting preparatory work and follow-up the FS-model rollout in field locations
  • Train and support key staff and focal points mainly at country and area levels
  • Be a member of the Global Resource Team for Fair Share
  • Contribute to the analysis of financial data and development of recommendations to senior management of the results of the shared cost allocations

Competences & Experiences

  • Experience with shared cost apportionment methodologies or the NRC FS model is an advantage
  • Competence and experience in capacity building and rolling out new (financial) systems and/or procedures to field offices is an advantage
  • Experience in presenting and facilitating training programmes, and an ability to present complex information to a variety of audiences is an advantage
  • Professional knowledge and experience with Excel and ERP-systems (preferably Unit4 /Agresso))
  • Relevant educational background and experience within the humanitarian and/or development field is an advantage
  • Fluency in English, both written and verbal. Knowledge of French, Spanish and/or Arabic is an advantage
  • Ideally minimum 3 years of relevant Adviser experience within financial management, preferably within the humanitarian field
