We have an exciting opportunity to join NRC’s Emergency Response Section, as Global Emergency Response Team Leader. This is a senior management role which will deploy to humanitarian crises and be responsible for leading and managing NRC’s emergency response in affected countries where NRC operates.

Background

NRC’s Emergency Response Section (ERS) leads the organisation’s overall capacity to respond to new and emerging humanitarian crises, including through active monitoring, innovation and system development, crisis activation and emergency deployments. Working across all organisational levels, the ERS provides guidance and capacity to enable established country offices to respond to emerging crises and leads on the establishment of new country start-ups responding to critical humanitarian situations.

The ERS’ multi-disciplinary team of roving emergency experts is backed by a small team of technical leads at head office, focused on ensuring that NRC’s emergency responses are principled, timely, agile and relevant to the priorities of people affected by crises.

Job Purpose

The purpose of the Global Roving Emergency Response Team Leader position is to lead the NRC Emergency Response Team (ERT) during missions in the field. The core Emergency Response Team is made up of 3 expert roles: the Team Leader, Logistics Manager and Programme Specialist.

The Global Roving ERT Leader will undertake short-term assignments, up to 6 months, to different NRC country operations. Assignments are based on requests from NRC’s Regional or Country Offices.

What you will do

  • Deploy to humanitarian crises and lead NRC’s emergency response
  • Lead and manage a team of two Global Emergency Response Team members, plus additional emergency staff as required.
  • Compliance with and adherence to NRC policies, guidance and procedures.
  • Provide situation analysis, identify gaps and protection needs, and make proposals/concept notes within the framework of NRC’s core activities, including cash-based interventions and market-based programming, considering the specific needs of the affected population on site and/or in host communities.
  • In collaboration with other humanitarian stakeholders, develop and ensure that the relevant assistance is provided and suited to the humanitarian context.
  • Approach in-country donors for emergency funding.
  • Identify staffing needs required for the implementation of activities.
  • Provide input to information/media work and advocacy in coordination with NRC Head Office.
  • Ensure information sharing and coordination through established humanitarian coordination mechanisms and with external stakeholders.

Specifically, you will

  • Ensure the inclusion of cash-based interventions and market-based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies.
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
  • Reference to specific responsibilities is outlined in a separate Terms of Reference (TOR) which will be developed for each assignment.

What you will bring

  • Minimum 5 years of experience from working as a Senior Project Manager or similar, with Emergency Response experience in a humanitarian/recovery context.
  • Experience in implementing and managing cash-based interventions and market-based programmes
  • Previous experience from working in complex and volatile contexts.
  • Experience leading and managing teams.
  • Strong networking and relationship building skills.
  • Fluency in both English and French, both written and verbal, is required.
  • Knowledge of Spanish or Arabic is an asset.
  • Additional key attributes you should have; active listening, open-mindedness, flexibility, great inter-personal skills, ability to provide feedback, analytical capability and a positive attitude toward people.
  • Valid driver’s license.

Reports to : Emergency Response Director

Duty Station: Global Roving

Travel: Up to 75%

Duration and type of contract: 2 years fixed term contract.

Salary: Based Upon NRC salary Scale with a roving allowance
