The DRC - Danish Refugee Council is seeking a highly qualified and experienced Global Protection Advisor to join the dynamic and ambitious team of the Global Protection Unit at HQs. This is an exciting time to join DRC and the Global Protection Unit, as we are in the midst of implementing the DRC Strategy 2025 aimed at increased protection and enhanced inclusion of people affected by conflict and displacement.

Who are we?

The Global Protection Unit (GPU) is situated in the Department of Programme, Policy and External Relations (PPE), which is responsible for DRC’s global programme policy development, programme quality assurance and accountability, and drives global programme innovation, business development, evidence & learning. The PPE department also leads global advocacy, communication & press and builds and expands external relations & institutional fundraising at global level. The Global Protection Unit is responsible for and oversees DRC’s Protection work globally, including development and dissemination of protection policy, standards and guidance, advocacy efforts, protection programming quality assurance and compliance, delivery of technical field support and capacity building on protection.

About the job

The Global Protection Advisor position will be part of the Global Protection Unit (GPU) and contribute to and enable DRC to continue developing and advancing its expertise, competencies, and role as a leading Protection actor.

This position will lead on two components of a Sida funded Protection project “Collective Preventive and Responsive Capacity and Action for Quality Protection Outcomes 2023-2024”. The overall objective of the Sida funded Protection project is “Strengthened capacity of DRC and local actors to prevent and respond to protection risks, thereby contributing to crisis-affected people’s ability to claim rights and self-protect”, and the incumbent will be leading the project components on Protection Prevention work and Protection Programme Design. Further, the Global Protection Advisor will be contributing and supporting the work and implementation of the Global Protection Unit’s Strategic Plan 2022-2025 and strategic priorities within the Protection sector components.

The responsibilities of the Global Protection Advisor are:

Protection Prevention work

  • Document practices and develop sector specific guidance to strengthen the design, implementation, monitoring and evaluation of protection prevention programming
  • Field testing of guidance and capacity building aimed at strengthening DRC and local actors’ capacity for Protection Prevention programming.

Protection Programme Design

  • Develop guidance on Protection Programme Design (causal pathway development), elaborating the process of developing the causal pathway from the protection analysis to the proposed interventions and the intended protection results and outcomes
  • Establish a community of practice, document best practices, field test guidance and train DRC staff

Protection Strategy, Policy and Guidance

  • Contribute to and support implementation of GPU’s Strategic Plan and priorities as well as GPU’s contributions to DRC Strategy 2025
  • Contribute to policy and guidance development, revision and roll out within the Protection sector components Protection Information Management (PIM); Child Protection; Community-Based Protection; Gender-Based Violence (GBV); Legal Aid; and Psycho-Social Support (PSS)

Protection Technical Support and Guidance

  • Deliver technical support and guidance on Protection Prevention programming, Protection programme design and other Protection sector components, remotely and in-person (missions), to DRC country operations and regions

Documentation, Capacity Development and Learning

  • Develop and deliver training and learning events in-person and online to DRC staff and partners
  • Contribute with tailored sessions and materials to other training / learning events
  • Ensure documentation, review and that key learnings are extracted on protection prevention and protection programme design specifically, and generally contribute to documentation and learning on Protection sector components

Advocacy, Partnerships & Coordination

  • Contribute to DRC advocacy efforts and engagement in global policy processes and events, as relevant
  • Contribute to maintaining a vibrant DRC Protection Network / Community of Practice in general and on specific Protection components
  • Contribute to and represent DRC in relevant global Protection forums / working groups
  • Identify and broaden the partnerships with NGOs, UN, institutions, private sector and donors.

The Global Protection Advisor reports to the Head of the Global Protection Unit. The working language in DRC Headquarters is English.

About you

To be successful in this role we expect you to have a minimum of 7 years of significant, progressively responsible experience in protection prevention programming and protection programme design / results-based protection specifically, in the context of conflict and forced displacement.

All employees should master DRC's core competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.

Moreover, we also expect the following:

Required

  • Proven experience of working with international organisation(s) at both the field and global level

  • Strong proven experience with development, roll out and implementation of Protection policy, guidance, tools

  • Significant and demonstrable experience in providing high quality, in-person and remote protection technical and strategic advice and support to country operations, across the project cycle
  • Demonstrable capacity building skills, including the design and facilitation of trainings / workshops
  • Demonstrable problem-solving skills and ability to adopt flexible, creative, innovative approaches
  • Demonstrable ability to work independently as part of a small team
  • Excellent oral and written communication skills, including concise writing/drafting of policy and guidance documents, and for presentation
  • Excellent interpersonal skills and ability to support, establish and maintain effective partnerships and working relations in a complex, multi-cultural and multi-ethnic environment with sensitivity, respect and diversity.

Desired

  • Knowledge and experience with integrated programming and multi-sectoral response
  • Proven knowledge and experience with implementation of Centrality of Protection

Education

  • Master’s degree in law, humanitarian or development studies, political science, sociology or another higher academic education, relevant to the position.

Languages

  • English: fluent spoken and written
  • Ability to work in French is an asset

    We offer

Work place: The position is based in DRC HQs, Copenhagen, Denmark

Start date: 1st April 2023 or as soon as possible hereafter

End date: 31 December 2024

The position is a full-time position (37 hours per week).

The position is temporary as the funding for the project and position is currently approved until the end of 2024. In case the further funding is obtained it may be possible to extend the position. Extension pending funding.

Salary and conditions will be in accordance with the agreement between DRC and AC at “fuldmægtig” level. This is a national position for which local terms and conditions apply.
