Context

NRC is in the process of rolling out a comprehensive approach to Community Engagement and Accountability (CEA). Under CEA, NRC fuses both our commitments to engaging communities together with our Accountability to Affected Populations (AAP). This happens through the three pillars of (1) information provision, (2) participation and (3) complaints and feedback mechanisms (CFM).

Following a thematic review in 2022, NRC now wants to incubate and grow Community Engagement and Accountability to provide a coherent framework to working more closely with the people we work with. The Global Project Manager will be responsible for developing and finalizing the overall framework for Community Engagement and Accountability and clearly outlining the approach and working definitions.

The Global Project Manager will focus on four workstreams:

  • Development of the CEA framework and approach;
  • The development of the three (or more) pillars under CEA: information provision, participation and CFM;
  • Development of further global guidance, framing papers, tools and templates;
  • Integration of CEA into routines and structures, both within programming and beyond.

We are looking for someone who has experience within the area of Community Engagement and/or Accountability (including community participation, Complaints and Feedback Mechanisms, and Accountability to Affected Populations). Knowledge of working with NRC’s programmes and systems is an advantage.

What you will do

Some of your day-to-day tasks will include:

  • Lead the development of the NRC approach to CEA (framework) and road map with a phased approach around the three pillars
  • Develop the three (or more) pillars under CEA, starting with CFM in 2023 (revision of existing policy and handbook, incl. finalization of the RACI), and then continuing with information provision and participation, respectively.
  • Oversee the preparation of the CEA framework for endorsement by coordinating the incorporation of feedback and lessons learned from the field-testing process, in close collaboration with the regional CEA advisors.
  • Support to Country Office on implementation of the CEA pillars, starting with CFM in 2023 (incl. training tools, capacity-building).
  • Coordinate/develop and roll-out in-person and online trainings to facilitate the roll-out of the CEA framework, and NRC’s CEA approach, as well as related to the individual pillars. For 2023, the focus will be on CFM.
  • Coordinate, analyse, monitor and report on country office implementation, and integration into country office strategies, including relevant activities as included in Country Office Action Plans on Safe and Inclusive Programming.
  • Coordinate the translation of the endorsed CEA framework package in French and Spanish, and in Arabic if the budget is available.
  • Other tasks identified by the Global Programme Strategy and Innovation Director consistent with the role.

What you will bring

  • Minimum 5 years of relevant Project Manager/Adviser experience within the area of Community.
  • Engagement and/or Accountability (including community participation, Complaints and Feedback.
  • Mechanisms, Accountability to Affected Populations). Knowledge of working with NRC’s programmes and systems is an advantage.
  • Skills related to and/or experience from driving organisational change processes.
  • Ability to provide leadership that creates engagement, buy-in and focus on finding solutions.
  • Ability to carry out consultations across complex international organisations, and develop strategy/plans that encompasses programme development, advocacy, communication, structural changes and fundraising.
  • Ability to fundraise and develop proposals in support of global change processes.
  • Knowledge of the humanitarian system and experience engaging with key humanitarian stakeholders.
  • Able to represent organisation at a strategic level and contribute to global policy development with key donors and stakeholders.
  • Fluency in English, both written and verbal. French, Arabic and/or Spanish is an asset.
  • In-depth knowledge of humanitarian sector and architecture, key actors, international guidance, standards and practice and ongoing policy discussions related to community engagement, participation and AAP.
  • Ability to conceptualise and explain complex technical issues to non-professionals.
  • Credibility and interpersonal skills required to provide leadership in a matrix structure.
