Office/Unit/Project Description

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

UNDP’s 2018-2021 Strategic Plan emphasizes the critical links between environmental sustainability, climate change mitigation and adaptation, and broader efforts to achieve the goals of the 2030 Agenda and Paris Agreement. As part of the Global Policy Network in the Bureau for Policy and Programme Support, UNDP’s Nature, Climate Change, and Energy (NCE) Team promotes and scales up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas.

The NCE Team works with governments, civil society, and private sector partners to integrate natural capital, environment and climate concerns into national and sector planning and inclusive growth policies; support country obligations under Multilateral Environmental Agreements; and implement the UN’s largest portfolio of in-country programming on environment, climate change, and energy. This multibillion dollar portfolio encompasses: Biodiversity and Ecosystem Services including forests; Sustainable Land Management and Desertification including food and commodity systems; Water and Ocean Governance including SIDS; Climate Change Mitigation and Adaptation; Renewable and Modern Energy; Extractive Industries; Chemicals and Waste Management; Environmental Governance and Green/Circular Economy and SCP approaches. This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning. UNDP's Nature, Climate and Energy practice spans 137 countries, with a portfolio directly benefiting 86 million people. Our support to Governments focusses on enabling an inclusive, resilient, green recovery by: building competency to accelerate access to sustainable energy and climate and nature-positive policies and finance; scaling capacity to ensure No One is Left Behind; catalyzing SDG and Paris-aligned investments (public and private); delivering client-focused solutions that respond to countries' immediate, mid- and long-term recovery and socio-economic development priorities; and leveraging our on-the-ground presence and networks to unlock bottom-up solutions that deliver lasting impacts at country level.

In addition to UNDP’s bilateral partnerships on nature climate and energy, UNDP is an accredited multilateral implementing agency of the Green Climate Fund (GCF), the Multilateral Fund (MLF), and the Global Environment Facility (GEF) which includes the Global Environment Facility Trust Fund (GEF Trust Fund); the Nagoya Protocol Implementation Fund (NPIF); the Least Developed Countries Fund (LDCF); and the Special Climate Change Fund (SCCF). As part of UNDP’s partnership with these vertical funds, UNDP provides countries specialized integrated technical services for eligibility assessment, programme formulation, capacity development, policy advice, technical assistance, training and technology transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services. The Nature, Climate and Energy Team focuses on managing the oversight of climate and environmental financial resources from global trust funds to catalyze and unlock other types of public and private financing for sustainable development. This includes oversight of the design as well as implementation phase of projects (together with Country Offices and Regional Bureaus), as well as portfolio level oversight and management.

UNDP recognizes health ecosystem services and biodiversity as the foundation of human wellbeing and essential for tackling multiple development challenges: the climate and biodiversity loss crises, inequality and poverty, insecurity and migration. UNDP works to increase government, business and public support for biodiversity conservation, accelerating the actions necessary for systemic changes that are necessary for achieving the global biodiversity goals. These systemic leavers UNDP focuses are: (i) redirecting flows of finance from nature negative to positive; (ii) transforming production and consumption system through mainstreaming; (iii) placing nature at the very heart of development thinking and actions; (iv) leveraging legal and human rights instruments for protection of nature; (v) causing large scale behavioral change of individuals, businesses and governments. Through national, regional and global programming and policy support UNDP catalyzes these changes.

Under the overall guidance and direct supervision of the Principal Technical Advisor for Ecosystems and Biodiversity (EBD), the Global Programme Management Analyst provides critical programme support services ensuring high quality, accuracy and consistency of work.

Institutional Arrangement

  • The Global Programme Management Analyst will work from home;
  • The Global Programme Management Analyst will report to, and be directly supervised by, the Principal Technical Adviser (Ecosystems and Biodiversity).
  • The Global Programme Management Analyst will be given access to relevant information necessary for the execution of the tasks under this assignment;
  • The Global Programme Management Analyst will be responsible for providing her/his own work station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection;
  • Given the global consultations to be undertaken during this assignment, the Global Programme Management Analyst is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones.

Duties and Responsibilities

Scope of Work

The Global Programme Management Analyst liaises with the Regional Programme Associates in the UNDP-GEF Regional Coordination Units located in Istanbul, Addis Ababa, Bangkok and Panama City and New York in the EBD focal area. The Global Programme Management Analyst takes the lead in resolving EBD programme-related issues. The Global Programme Management Analyst serves as back-up for Global Programme Associates from other technical teams at HQ and other regional units during their absence

The main tasks of the position will be the following:

  • Support to monitoring and oversight of the implementation of the EBD Portfolio
  • Technical advice and administrative management of global projects/umbrella projects and adaptation of processes and procedures;
  • Quality control of project submissions to Vertical Fund Secretariats, as well as, Secretariats of donor governments;
  • Effective administrative and financial management of EBD Technical Team. This includes:
    • EBD budget management;
    • Recruitment and procurement management
    • Travel
    • Portfolio Knowledge and Learning Management

Support to monitoring and oversight of the implementation of the Ecosystems and Biodiversity Portfolio (30%)

  • Monitors and takes corrective action, in liaison with Regional Bureaus, as necessary in respect of project delivery for the EBD portfolio;
  • Analyzes and identifies reasons for shortfall in delivery and recommends ways to correct the situation;
  • Initiates necessary management actions and prompts corrective steps;
  • Provides support to all aspects of EBD global portfolio through anticipatory action, proactive monitoring, data mining, producing analyses of cluster business intelligence and creation of tools to facilitate agile business processes, i.e. pipeline management and overall workflow, thereby supporting EBD team in aligning their targets to the Business Plan;
  • Supports, in coordination with the NCE Directorate and PTAs, the monitoring, escalation, and troubleshooting for the implementation and delivery of the EBD portfolio.

Technical advice and administrative management of global projects/umbrella projects and adaptation of processes and procedures (20%)

  • Oversees global EBD projects from development to implementation through review of project documentation, formats, contents and programme financial criteria at different stages of the specific vertical funds that are targeted (GEF, AF, GCF, etc.) and UNDP project cycle;
  • Coordinates the process from concept to development and onward to implementation in accordance with UNDP and targeted vertical funds’ (GEF, AF, GCF, etc.) policies and procedures;
  • Provides support to Technical Advisors and proponents regarding cost-effective execution arrangements, drafts budgets, and drafts/edits project documentation;
  • Manages information flow between RCUs and HQ, project proponents, and other partners in an anticipatory manner to meet all reporting requirements on EBD global projects;
  • Provides guidance to environmental focal points, NGOs, Executing Agencies, and consultants on procedural issues;
  • Responsible for budget and administrative management of Global DIM projects, including preparation of key supporting documents (justification for waivers, DIM clearance checklists, etc.)
  • Enters global project budgets and budget revisions in Atlas;
  • Advises Executing Agencies of redeployment of funds and project closure, and prepares GEF quarterly project delivery and operational reports;
  • Maintains close contact with Executing Agencies, recommending courses of action as appropriate and alerts the PTA of technical issues that require attention/resolution;
  • Briefs project consultants regarding UNDP and GEF requirements.

Quality Control of Project submissions to the Secretariats of various vertical funds that UNDP is accredited to (30%)

  • Collaborate with EBD regional teams to prepare and obtain clearances for project proposals to be submitted to various vertical funds Secretariats
  • Conducts capacity development of RCUs and other stakeholders through quality control and corrective/anticipatory feedback, thus contributing to quality and accuracy of project submissions;
  • Accountable for reviewing project documents for format, content, and programme financial criteria at different stages of the targeted vertical funds (GEF, GCF, AF) and UNDP project cycles;
  • Coordinates submission processes from inception to development and implementation in accordance with UNDP and targeted vertical fund (GEF, GCF, AF) policies and procedures.

Effective administrative and financial management of EBD Technical Team (10%)

  • Administrative management of EBD budget;
  • Oversees logistics, documentation, preparation/review of budget and authorization of expenses;
  • Initiates and contributes to the planning and finalization of annual EBD budget including travel, procurement, etc.
  • Identifies activities to be charged in ATLAS, ensures budget clearances prior to payments, and generates management reports;
  • Supports recruitment processes for EBD team staff
  • Supports recruitment of consultants, drafts TORs, ensures budget availability/ recording, initiates requests for contract, verifies requests for payments, and ensures preparation of various consultant evaluations;
  • Coordinates all aspects of consultants’ and PTA’s missions including formulating mission travel plans, obtaining management approval, verifying travel budget, obtaining travel authorization, submitting completed travel settlement forms and maintaining files;
  • Handles other ad hoc administrative tasks as required

Portfolio Knowledge and Learning Management (10%)

  • Maintains EBD Workspace
  • Mining, capturing, synthesizing lessons and stimulating the uptake of best practices and knowledge, including corporate knowledge tools management and the other knowledge materials;
  • Assisting with the design, organization, and delivery of administrative and operational support trainings at headquarters, regional bureau and country office levels;
  • Contributes to corporate knowledge tools including programming manual and PA training manuals
  • Coordinates focal area knowledge management activities.
  • Organizes training programs and workshops specific to the targeted vertical funds (GEF, GCF, AF) as required;
  • Acts as facilitator/administrator for knowledge and portfolio management and undertakes research and data mining for the PTA and Technical Advisors as required;
  • Manages dissemination of information through PowerPoint, Power Bi or similar means, resulting in public awareness of the work and achievements of Ecosystems and Biodiversity Technical Team websites, the media, and project networks;

Required Skills and Experience

Academic Education

  • Master’s degree in Business Administration, Finance, Economics, Political, Social or Natural Sciences or related field; or a Bachelor’s Degree with additional two years of experience can be accepted in lieu of Master’s degree.
  • Certification in project management would be an added advantage

Years of relevant Work experience

  • At least 2 years with Master’s degree or 4 years with Bachelors degree of experience in programme/project management, financial resources management, budget management, or Administrative support functions;

Required skills and competencies

  • Experience in programme/ project implementation or oversight
  • Knowledge of tools and methodologies to follow-up on projects or project cycle management;
  • Experience in human resources management or procurement or other administrative support functions
  • Mastery in the usage of computers and office software packages (MS Word, Excel, as a minimum, database management as a plus) and demonstrated experience in web research;
  • Good knowledge of an ERP System (such as Atlas)

Desired additional skills and competencies

  • Experience at the national or international level with organizations that manage grants or vertical funds is an advantage;
  • Knowledge of UNDP-GEF is an advantage.
  • Demonstrated interest in the environment field in particular ecosystem management and biodiversity conservation is an asset;
  • Good knowledge of UNDP Procurement, programming, and budgeting structure is an asset;

Required Language(s) (at working level)

  • Excellent oral and written communication skills in English is essential
  • Competency in another UN language is an asset
