Duty station: Oslo****, Norway (or any other NRC representation office in Europe).

1. Background/Context

People are NRC’s most important asset; having the ability to recruit, develop and retain talented staff over time are key factors in delivering positive results for NRC’s target populations. Valuing and building our people is therefore a key strategic enabler that NRC has decided to prioritise it in its global strategy for 2022-2025. The People Development Advisor plays a crucial role at global level in ensuring the coherence and connectedness between NRC frameworks that enable staff performance at work and training/ learning paths that support the work culture and habits we want. The PDA is the guardian and promoter of the tools and concepts, processes and programmes that support staff performance throughout their journey at NRC. The PDA works in close partnership with L&D colleagues to develop global learning programmes that will close the learning gaps identified. The PDA is one of the key ambassadors of the Learning & Development Policy.

NRC has a complex matrix structure and expects a business partnering approach from the PDA, and all technical specialists, in building relationships with operational managers and other functions in order to ensure engagement, cross-department working, and effective operationalisation of change.

This position is set to make a key contribution to this ambition.

2. Role and responsibilities

The following is a brief description of the role:

  1. To lead the reflection on NRC’s people development processes and tools, aiming to optimise their relevance and usefulness
  2. To monitor how people development processes and tools are used across NRC and the impact they are having on attracting, developing and retaining talent
  3. To keep up to date with research, trends and innovative organisational practices in competency development and learning for performance
  4. To contribute to the development of competency frameworks to be used for the development of staff capabilities, both in the training room and on the job
  5. To contribute to the development of the NRC Learning Catalogue
  6. To ensure that DEI principles are integrated and applied to all global staff development programmes and practices
  7. Acts as process owner of the NRC Global people development processes – amongst others the global Induction programme, the Goals & Performance process and leadership development initiatives
  8. Provide advice and guidance about the use of 360, 180 and other assessments (recruitment, staff development initiatives)
  9. Promote and suggest improvements to the NRC Successful Leader framework
  10. Extend the integration of the NRC Successful Leader Framework in all relevant People Development processes
  11. Promote initiatives that support better on-the-job learning practices
  12. Act in support of the development of a coaching and mentoring culture (e.g. female leadership program)
  13. Act as the technical line and provide specialist supervision or support to the RO level L&D Advisors in connection with the nationalisation project, ensuring collaborative and partnership working between the regions on the L&D aspects of the project
  14. Gather data that provides evidence of the L&D practices that have a positive impact at NRC and develop mechanisms for sharing and extending best practice

3. What We Are Looking For

  • In-depth knowledge of people development theory and practice
  • Understanding of the business partnering model
  • Influencing without authority
  • Excellent presentation skills
  • Able to engage with and to coordinate a wide range of diverse actors
  • Fluency in English, both written and oral; working knowledge of French, Spanish or Arabic is a plus
  • 5 years work experience of staff development, preferably within an organisation setting
  • Experience of organisational development and change processes is highly regarded
  • Understanding of the role effective performance management processes (induction, supervision, coaching and mentoring, annual review) play in supporting people development
  • Experienced in conceptual work and developing new solutions for and together with internal customers ideally within a global or multi-country context
