The newly established Programme Group Leadership Team (PGLT) is shifting its focus toward strategic oversight and coordination of the Programme Group (PG) to ensure multisectoral approaches and horizontal integration across programmes. In view of the growing recognition of the value-add of well-managed and selected multisectoral partnerships, the role of Partnerships Advisor has been created with the aim to ensure the dedicated capacity in the PGLT for this highly strategic portfolio of work.

As part of UNICEF`s 2022 -25 Strategic Plan and its Results Framework, disability inclusion is anchored as one of the guiding principles and disability inclusive programming is a cross cutting priority ensuring disability inclusion across the organization. A total of 34 indicators related to disability inclusion have been established across the Goal Areas, Change Strategies and Enablers.

How can you make a difference?

You will be responsible for the strategic and technical leadership, setting standards and global agenda, policy and advocacy, resource mobilization, partnerships, and inter-agency collaboration. Custodian of UNCRPD and UN Disability Inclusion Strategy (UNDIS) across UNICEF. Guide the implementation of the UNICEF Disability Inclusion Policy and Strategy (DIPAS). Promote best practices and innovative actions to support UNICEF’s mandate to advance disability rights and inclusion across its programmes and operations. Coordinate efforts across the organization for UNICEF to deliver on its global commitments on disability inclusion.

Tasks and accountabilities will include the following:

Provide vision, expert advice, and policy direction to support the organization to build on existing progress on disability inclusion in programmes, operations, and overall culture, taking into consideration intersectionality, in everything UNICEF does in development and humanitarian contexts.

  • Lead and guide the consolidation and scale-up of UNICEF’s disability inclusion agenda, based on the CRC, CRPD, CEDAW, Sustainable Development Goals (SDGs), the United Nations Disability Inclusion Strategy (UNDIS) and the UNICEF Strategic Plan.
  • Lead, guide and oversee the development, continuous improvement and quality assurance of policies, analysis, strategies, tools and learning materials, including knowledge products, that enable UNICEF and its partners at all levels to learn, advocate and apply targeted and inclusive approaches to disability inclusion in programmes, operations, and culture across the organization.
  • Lead and manage the Disability Section in PGLT by providing leadership and guidance on technical and operational issues, and general policy direction. Oversee and coordinate the disability agenda across HQ Divisions and Regional Offices, in close collaboration with Senior Management and Disability Focal Points.
  • Work closely with DED Management the implementation of UNDIS across UNICEF and with the Senior Advisor on Diversity, Equity, and Inclusion (DEI) co-lead the diversity, equity and inclusion agenda across the organization.
  • Lead the global implementation of DIPAS, in close coordination with Programme Group, HQ Divisions and Regional Offices. Engage and motivate the different parts of the organization for effective DIPAS implementation across the organization, particularly at the country level.
  • Envision capacity building needs and efforts across UNICEF to enhance the organizations readiness to effectively mainstream disability across programmes and operations.
  • Engage with key UNICEF Divisions e.g., supply Division, EMOPS, DOC to strengthen disability inclusion.
  • Advocate for and provide guidance to ensure disability inclusion in key UNICEF processes, including resource mobilization, public events, and campaigns, among others.

Influencing the global agenda both on the rights of the child (CRC) and the rights of persons with disabilities (CRPD) and set standards for required actions for their realization in development and humanitarian action.

  • Engage with key global policy and standard setting processes, including with treaty bodies to promote the rights of children with disabilities.
  • Provide leadership to UNICEF’s work on disability inclusion in humanitarian coordination and other inter-agency processes, including through identifying and realizing opportunities for joint programming; ensuring that UNICEF-led clusters receive adequate technical support; identifying strategic entry points for UNICEF to further advance a disability inclusion agenda; and supporting the implementation of Security Council Resolution 2475 and the IASC Guidelines on inclusion of Persons with Disabilities in Humanitarian Action.
  • Provide guidance on emerging issues like climate change, mental health, inclusive health access, inclusive services in the community.

Partnerships and Resource Mobilization

  • Guide and oversee the development and maintenance of high level and programmatic relationships with UN agencies, donor organizations, organizations of persons with disabilities (OPDs), CSO’s and others. Works collaboratively with partners to advance disability inclusion globally.
  • Represent UNICEF and act as spokesperson on activities and strategic processes related to disability rights and inclusion.
  • Engage with key inter-governmental and inter-agency processes to mainstream and promote the rights of persons with disabilities.
  • Promote recognition of UNICEF as a leading organization and the preferred partner on disability inclusion.
  • Lead on internal and external resource mobilization in collaboration with PGLT, PPD, PFP, OED and others and advocate for increased organizational expenditure on disability inclusion, in line with the DIPAS recommendation of 10% of annual budget by 2030.

Knowledge, Research and Data, data collection and analysis on persons with disabilities, with a focus on children and adolescents.

  • In partnership with Office of Research – Innocenti, co-lead and oversee implementation of the UNICEF global research agenda on disability inclusion, in support of DIPAS.
  • In partnership with the Division of Data, Analytics, Planning and Monitoring (DAPM), co-lead and support the Center of Excellence on Data on Children with Disabilities.

To qualify as a champion for every child, the candidate must have…

An advanced university degree in social sciences, or development planning; international relations, political science, public affairs and/or international development is required.

At least 10 years of progressively responsible work experience with at least 8 years of experience mainstreaming disability, including in developing country context is required. Proven experience of mainstreaming disability across programmes and internal operations in large and complex organizational settings is required.

  • Good knowledge of the Committee on the Rights of Persons with Disabilities (CRPD) and other relevant human rights instruments is required.
  • Experience working on the rights of persons with disabilities, organizational reforms, project administration, monitoring and evaluation including implementing multilateral/bilateral development assistance.
  • Proven experience in development and implementation of disability policies, strategies, standards, and norms.
  • Demonstrated ability to build relationships with a range of stakeholders, with organizations of persons with disabilities.
  • Clearly demonstrated ability to conceptualize development issues and write high quality technical reports, analytical materials and project proposals is essential.
  • Direct field level experience in programme execution, involving government and international development agencies is desirable.
  • Very good analytical and report writing skills in English.

Fluency in English is required. Knowledge of a second UN language (i.e. Arabic, Chinese, French, Russian, Spanish) is considered an asset.
