What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Global Lead Buyer / Tech & Data Projects will be a member of the Procurement Unit, within the ICRC's logistics division.

His/er primary aim is to define, implement, and coordinate the tech & data project portfolio sourcing strategy to meet internal customer need and to obtain maximum value from suppliers.

Accountabilities & Functional responsibilities

PROJECT PORTFOLIO SOURCING MANAGEMENT

  • Coach lead buyers about the ICRC procurement policy and project management framework.
  • Develop project sourcing process and integrate within enterprise project management framework.
  • Ensure full alignment between sourcing and category strategies.
  • Develop relationship with enterprise project management office and project managers.
  • Ensure procurement is represented in project teams and during steering committees.
  • Raise procurement awareness among project managers, project contributors.
  • Provides guidance to ePMO and project managers about procurement rules and processes.
  • Ensure due diligent sourcing process takes place for all projects as per the ICRC Donors' requirements.

SOURCING AND SUPPLIER MANAGEMENT

  • Take part to stakeholders' annual budget review to identify and plan sourcing initiatives.
  • Engage proactively with stakeholders to anticipate needs and to manage expectations.
  • Define, implement, and coordinate tech & data project portfolio sourcing strategies.
  • Establish and maintain relationship with suppliers and stakeholders.
  • Lead or structure RF(x) process in alignment with category strategies.
  • Coordinate with stakeholder proper definition of technical and functional business requirements.
  • Prospect, visit, define and validate potential suppliers according to the supplier's registration procedure.
  • Lead stakeholder's engagement in the selection, evaluation, qualification and management of suppliers.
  • Manage risks through contracting process and proper involvement of key stakeholders.
  • Ensure proper implementation of the signed contracts and guarantee a smooth handover to global / regional / local procurement when / if appropriate.
  • Monitor supplier performance and lead regular fact-based business reviews

COMPLIANCE MANAGEMENT

  • Guarantee the auditability of the purchasing files by applying ICRC purchasing procedures.
  • Support and communicate procurement policy and processes to stakeholders.
  • Provides guidance and support to ICRC staff regarding sourcing and contract management, supplier management and procure-to-pay.

ANALYSIS AND REPORTING

  • Provide data collection input to lead buyer to allow global category strategy management.
  • Build with enterprise project management office visibility of sourcing projects demand.
  • Build and manage sourcing pipeline and update status regularly in dedicated procurement system.
  • Contribute to cost reduction objectives. Track and record cost avoidance / savings in dedicated system.

People management responsibilities

  • Direct management of 1 Lead Buyer in charge of tech & data projects, base in Geneva Headquarter
  • Coaches members on achieving goals and developing necessary skills that get results.
  • Develop team strengths and improve weaknesses.
  • Identify team goals and evaluate team progress.
  • Resolve conflict.
  • Organize team initiatives.

Scope & Impact

  • Manage the sourcing of the ePMO tech & data project portfolio ( ~100 projects) of variable complexity.
  • Each project has a budget envelop > 100 KCHF - up to several millions CHF.
  • Projects are currently HQ centric with prospects to extend in the Field as ePMO develops.
  • Geographical remit: global.
  • Has financial responsibility for global frame agreements and contracts;
  • Supports implementation of strategic institutional projects that require large-scale change management.

Relationships

  • Internal stakeholders: which may include Enterprise Project Management Office, Technology and Information, Logistics, Finance and Administration, Lead buyers, Project Managers, Legal advisors.
  • External: suppliers.

Certifications / Education required

  • Master in International Procurement or MBA.
  • Project management: understands different project methodologies (Waterfall, fixed fee, time & material, AGILE/SCRUM, etc.)
  • Computer proficiency
  • Languages: French / English proficiency

Professional Experience required

  • 10 to 12 years experience in international procurement within Private/Public sectors, Multinational or Industrial environment.
  • Ideally, a previous ICRC and/or another International Humanitarian Organisation experience.
  • At least 10 years experience as Lead Buyer for IT related categories (i.e. Professional Services, Software, etc.)
  • Solid experience in category management & procurement within a matrix organisation.
  • Solid experience of contracts negotiation, contracts management, stakeholder management and supplier relationship management.
  • Ability to monitor complex activities within a global organisation with different experts to analyse the relevance of purchase requests.
  • Knowledge of the procure-to-pay (P2P) process and use of an ERP software.
