What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Global Lead Buyer Insurance & Professional Services will be a member of the Procurement Unit, within the ICRC's logistics division.

His/her primary aim is to define, implement, and coordinate a global sourcing strategy for its categories to meet internal customer needs and to obtain maximum value from suppliers.

Accountabilities & Functional responsibilities

GLOBAL CATEGORY MANAGEMENT

  • Define a global category strategy to support ICRC departments and divisions own strategies.
  • Communicate category strategy during Procurement townhall and stakeholder's leadership meetings.
  • Lead regular business reviews with stakeholders to assess action plan progress.
  • Partner with procurement local teams and stakeholders' team to drive the execution of global strategies.
  • Ensure procurement policies, strategies and procedures are respected for the category globally.
  • Coach and train site buyers.

SOURCING AND SUPPLIER MANAGEMENT

  • Manager sourcing and supplier relationship as per category strategy.
  • Engage proactively with stakeholders to anticipate needs and to manage expectations.
  • Establish and drive effective network with suppliers, internal customers and site buyers.
  • Coordinate with requesters, technical and functional business requirements definition.
  • Prospect, visit, define and validate potential new suppliers.
  • Lead or structure RF(x)process for its categories and sub-categories.
  • Lead stakeholder's engagement in the selection, evaluation, qualification and management of suppliers.
  • Manage risks through proper contracting process and involvement of key stakeholders.
  • Ensure proper implementation of the signed contracts at global / regional / local levels.
  • Support on time in full delivery of sourcing projects.
  • Monitor and report supplier performance during regular business reviews.
  • Lead development of fact-based briefs for supplier meetings.

COMPLIANCE MANAGEMENT

  • Guarantee the auditability of the purchasing files by applying ICRC purchasing procedures.
  • Support and communicate procurement policy and processes to stakeholders.
  • Provides guidance and support to ICRC staff regarding category management, sourcing and contract management, supplier management and procure-to-pay.

ANALYSIS AND REPORTING

  • Analyze demand, supply, market trend, cost drivers, best practices and assess opportunities.
  • Participate in ICRC annual budgeting exercise and provide visibility of sourcing projects.
  • Build sourcing pipeline and update status on a regular basis in dedicated procurement system.
  • Contribute to cost reduction objectives. Track and record savings in dedicated system.
  • Contribute to Procurement key performance indicators. Provide monthly input to unit dashboard.

Scope & Impact

  • Purchasing budget > 150 Mio CHF
  • Geographical remit: global.
  • Has financial responsibility for global frame agreements and contracts;
  • Supports implementation of strategic institutional projects that require large-scale change management.

Certifications / Education required

  • Master in International Procurement or MBA.
  • Good MS Office knowledge (Excel, Word, PowerPoint, and Internet).

Professional Experience required

  • 12 to 15 years of professional experience in Procurement, of which 5 to 10 years working experience in Indirect procurement.
  • Proven experience in Multinational environment as Lead Buyer of Indirect categories (i.e. Insurance, Professional Services, Consultants, HR Benefits, etc.).
  • Solid experience in category management & procurement within a matrix organisation.
  • Solid experience of contracts negotiation, contracts management, stakeholder management and supplier relationship management
  • Ability to monitor complex activities within a global organisation with different experts and to analyse the relevance of purchase requests.
  • Previous ICRC and/or another International Humanitarian Organisation, field experience is a plus.
  • Knowledge of the procure-to-pay (P2P) process and use of an ERP software.
