Global HR Partner

Norwegian Refugee Council (NRC) supports refugees and internally displaced people worldwide, currently with a presence in some 35 countries ranging from Colombia in the west to Myanmar in the far east. Our trusted employees make a difference to these people every day.

NRC’s Global HR Team is responsible for providing a range of HR strategic development and operational support to NRC for application across NRC’s activities internationally, regionally and in country operations. The Global HR Partner will be a focal point for the delivery of global operational HR advisory services within an assigned portfolio in addition to taking a lead role in a defined thematic area for the organisation.

The location of this role is flexible, and you may work from our Head office in Oslo, Norway as well as other existing NRC locations, subject to any legal or regulatory requirements.

What will you do?

  1. Be a trusted advisor to stakeholders, influencing and guiding on relevant people priorities and initiatives, and support the delivering high quality HR operations advisory service.
  2. Advice and guidance on all aspects of the employee lifecycle for the implementation and development of people policy and practice within designated portfolio.
  3. Take a lead role in an assigned thematic area, providing strategic and technical guidance and support to the global HR Team and senior management, leading on policy review, processes and systems and collaboration on employee training and development.
  4. Interpret, apply and contextualize global/operational HR policy and frameworks, supporting the development of local HR solutions and policy.
  5. Ensure a strong focus on stakeholder consultation and embed principles of change management in the implementation of new and updated operational people policy, procedure and guidance.
  6. Act as a point of escalation for complex and high-risk cases relating to employee and critical incidents, ensure business focused solutions and an appropriate balance of risk with due regard to duty of care.
  7. Support Regional Offices to build capacity of country HR focal points and people managers and support the continued focus to build HR as a strategic partner and to encourage line management ownership of people management responsibilities.
  8. Support on the development of compliance frameworks to measure implementation and quality assurance of HR minimum standards and policies across operational HR.

What will you bring to the table?

  • A Master’s degree within HR related field or equivalent experience
  • Documented experience of working at a senior level in human resource management in a humanitarian/recovery context
  • Experience of working in complex and volatile contexts with an international humanitarian organisation;
  • Documented experience in “driving change”
  • Ability to build rapport with and commitment from stakeholders across all levels within an organisation;
  • Documented/proven results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile;
  • Fluency in English, both written and verbal. Knowledge of Arabic and/or French is an added advantage.

Additional Information:

Duty station: Any location where NRC has a presence, and a hosting arrangement is possible.

Travel: Up to 30%

Duration and type of contract: Permanent employment

Salary: Based upon NRC grading scale.
