The Norwegian Refugee Council delivers high-quality aid, protecting people forced to flee and supporting them as they build a new future. NRC works in new and protracted crises across 30 countries, providing food assistance, clean water, shelter, legal aid, and education.

The Global Finance (GF) section is responsible for the development and operationalization of the Centre of Excellence for Financial management and processes in NRC. This is to ensure that NRC delivers high quality, effective and accountable financial management in line with our policies, strategies, donor requirements, national legislation, systems, handbooks and guidelines. The section develops and maintain the overarching financial strategies for NRC, maintain an overall financial monitoring and analytical function and provide relevant financial advice to the Secretary General and Senior Management Group on internal and external trends and issues. The section is also responsible to run and coordinate the payrolls for Head Office, expatriate staff and deployees, the NRC annual budgeting process across departments, has the overall responsibility for NRC’s treasury, has the overall responsibility for coordination of all global audits of NRC, is responsible for the financial risk and compliance check framework, and for recommending corrective action across the organisation in relation to finance.

The section has two main units: 1. Policy and Control Unit and 2. Accounting, Treasury, Payroll, Unit4 ERP systems and related tools Unit. The Global Finance Advisers in the Policy and Control Unit are all covering the generic responsibilities, with each Global Finance Adviser leading on delegated specific responsibilities and projects. The Global Finance section is a part of the Organisational Development department.

Your role

The Global Finance Adviser is part of a team of finance specialists based in the Head Office in Oslo, working globally providing expertise regarding financial management, policies, procedures, systems and tools.

Responsibilities

  • Policies, strategies and guiding documents: Responsible for the development of policies and strategies related to financial management, risk management, budgeting and funds management.
  • System and tools development: Responsible for the technical development of financial management systems, procedures and tools to ensure a leading role in the sector and accountability to donors and beneficiaries.
  • Capacity development and technical support: Responsible for the provision of capacity development through seminars, trainings, coaching and support along the technical reporting lines to Head Office (HO), ROs and COs.
  • Compliance, control and reporting: Responsible for the compliance monitoring related to the application of and follow-up on finance procedures, management and tools across the organisation.
  • Negotiation, representation and networking: Responsible for the representation of NRC at technical negotiations with donors related to financial systems, procedures and tools.
  • Data analysis and monitoring: Responsible for providing analysis of financial data and development of recommendations to senior management.

More specifically

NRC is currently recruiting two global finance advisers and the precise split of the specific responsibilities will be determined based on the competence and experience of the selected candidates. There is also a rotation within the team on specific responsibilities, and the list below constitutes responsibilities and tasks that currently needs strengthening.

  • Focal point for one of the five regional offices in Field Operations, including financial follow-up and being the natural Global Finance contact point for financial enquiries from regional finance staff
  • Responsible for further development and follow-up of the roll-out and implementation of the fair shared cost allocation principles, tools and systems in specific countries. Part of the Fair Share Global Resource Team.
  • Contributing to the testing, development, roll-out/implementation and support on the financial tools and various Unit4 (Agresso) modules (Finance, Procurement) throughout the organisation. Hereunder contributing to ensuring that the NRC’s Unit4 solutions meet the needs and requirements and is used effectively.
  • Responsible for the foreign exchange rate/currency systems and procedures, hereunder analysing, monitoring and follow-up on fluctuations, revaluations and effects across NRC, and the regular update of the exchange rate calculator
  • Responsible for providing financial management support to Regional and/or Country offices upon request, for shorter or longer assignments, in cases where it is not relevant to use the Global and/or Regional roving finance staff for this or these resources are not available (training of staff, implementation of tools and procedures, technical assistance, start-up/closing etc).
  • Responsible for control routines on the financial aspects of, as well as ongoing monitoring and reconciliation of, the international staff income tax unity fund in NRC, as well as establishing a communication package to staff in relation to this.

Qualifications

  • Comprehensive educational background and working knowledge of concepts, practices and procedures in relation to accounting, financial controls, procedures, financial management and financial information systems.
  • Ideally minimum 3 years of relevant Manager/Adviser experience within financial management, preferably within the humanitarian field.
  • Professional knowledge and experience with Excel and ERP-systems (preferably Unit4 (Agresso)).
  • Strong numeracy and analytical skills.
  • Experience in guiding and training financial managers and controllers.
  • Large capacity for work and ability to cope under pressure.
  • Flexibility to handle changing priorities.
  • Able to work independently, run processes and deliver timely end-results of good quality.
