The Position:

The Global Family Planning Visibility and Analytics Network (GFPVAN) Analyst position is located in the Planning Team within Pillar 1 – Resilience and Capacity Development in the UNFPA Supply Chain Management Unit (SCMU). The position reports directly to the Head, Demand and Supply Planning. The GFPVAN Analyst will work closely with other SCMU colleagues, the new integrated HQ division (name To Be Decided), the Humanitarian Response Division, other HQ Business Units, the Regional Offices and the Country Offices, the Reproductive Health Supply Coalition (RHSC) and with a number of external partners.

The position provides oversight of UNFPA’s technical work with the GFPVAN by facilitating systems and process improvements for integration and data sharing with UNFPA Enterprise Resource Planning (ERP).

UNFPA occupies a unique position in the sexual and reproductive health commodity ecosystem as a critical player in supply chain management, a leading public procurer of sexual and reproductive health commodities, a trusted partner to national governments, and one of the few organizations with the scale and partnerships necessary to build accountability for last mile delivery.

The UNFPA Supply Chain Management Unit (SCMU) is self-funded and was made operational in January 2022. It is tasked with ensuring that UNFPA is able to effectively and efficiently support the delivery of life-saving reproductive health products and other programme supplies to the end user when and where they are needed. To achieve this, it is important to strengthen the capacity of governments and implementing partners to ensure coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities, in particular for programme supplies, across all UNFPA programmes.

Job Purpose:

The GFPVAN Analyst will lead a team responsible for coordinating and managing UNFPA’s engagement with the GFPVAN. This includes streamlining data collection, analysis, and sharing processes to support informed decision-making among global stakeholders like procurers, manufacturers, shippers and governments. The GFPVAN Analyst will coordinate with the GFPVAN team on the technical work related to the platform development. Additionally, the GFPVAN Analyst will also support the design and implementation of appropriate solutions for product traceability and verification to ensure Reproductive Health product accountability to the last mile.

You would be responsible for:

Under the direct supervision of the Head of Demand and Supply Planning and in collaboration with the ITSO technical team, you will be responsible for leading:

A. Engagement with the GFPVAN and Product Traceability

1. Lead the design and development of the new integration between UNFPA’s ERP and the GFPVAN platform

  • Gather data integration requirements from stakeholders/ suppliers and UNFPA business units and prepare a technical project plan for the new ERP-GFPVAN integration.
  • Develop necessary technical documents to clarify the connection between GFPVAN and UNFPA's internal systems (architecture, interfaces) as well as test scripts for UNFPA data integrations.
  • Design, develop, document, and maintain all data mappings, transformation, and data quality rules to ensure that each field in Oracle is mapped to GFPVAN data format per the requirements.
  • Design, develop, and test ERP data integration with GFPVAN in compliance with the overall UNFPA ICT strategy, ensuring the business rules for Requisitions, POs, Inventory Orders, and Shipment data are established in the new data feed.
  • Employ a complete software management approach for, user acceptance testing, cut-over, and go-live and establish all required documentation (technical and functional design documents and test cases)
  • Liaise with GFPVAN stakeholders and solicit feedback to understand and voice the Reproductive Health community’s requirements (from both UNFPA and external partners).
  • Highlight process issues with the ERP team and prepare solutions for the data flow.

2. Oversee the monitoring and maintenance of UNFPA's current data feed/interface to the GFPVAN

  • Address and log all reported problems and data issues related to supply chain data quality issues.
  • Document and contribute to the development of new data transformation rules.
  • Prepare weekly data extract reports for data validation between GFPVAN and Quantum for Requisitions, PO, and shipments.
  • Provide strategic guidance to strengthen business analytics capabilities to generate relevant reports and responses to GFPVAN tickets.

3. Oversee and provide strategic leadership to the GFPVAN team with the technical aspects of the platform development, by participating in E2Open release upgrade discussions and endorsement processes.

  • Suggest enhancements to the GFPVAN platform for better adherence to the requirements of a larger Reproductive Health community.
  • Improve overall engagement with and use of the GFPVAN by UNFPA staff at ROs and COs for data-driven decision-making on various aspects of Reproductive Health supply management.

4. Develop and provide technical guidance for the rollout of the UNFPA strategy for product traceability and verification.

  • Outline the required IT components of the GS1 standard that include product master data management, product and package identification management, and product master data and transaction data exchange.
  • Provide expert guidance to countries on traceability and verification strategy for Reproductive Health products, clearly articulating the benefits to be gained and how local and international stakeholders in the eco-system can contribute and share these benefits.
  • Support countries to define and cost the investments needed and when for a traceability solution including who should be investing.

B. Capacity Strengthening

  • Implementing UNFPA's capacity-strengthening initiatives.
  • Train supply chain professionals whenever possible and support their development through sharing knowledge and experience
  • Coach and mentor UNFPA personnel to strengthen their capacity to provide informed technical guidance in the supply chain management function.

C. Thought Leadership, Knowledge Sharing and Advisory

  • Promote and support UNFPA's supply chain thought leadership through actively engaging with industry experts, participating in relevant forums, contributing to research and publications, and representing UNFPA's expertise in various supply chain management discussions and initiatives.
  • Support an environment for knowledge retention and sharing and the creation of a community of practice for supply chain.
  • Support the full range of supply chain management issues, incorporating best practices and continuous improvement across UNFPA.

D. Partnerships and Resource Mobilization

  • Contribute to the awareness of UNFPA’s value proposition and relationships with donors and partners.
  • Contribute to SCMU’s collaboration with the Division for Communication and Strategic Partnerships to diversify funding opportunities.
  • Contribute to SCMU’s oversight of resource mobilisation proposals for quality assurance purposes

E. Collaboration and Representation

  • Maintain effective collaboration with relevant stakeholders within UNFPA to ensure coordinated and effective tailored solutions for each area of intervention.
  • Support relationships with key supply chain partners with the purpose of increasing the efficiency of UNFPA’s supply chain function.
  • Represent SCMU and UNFPA in meetings related to financial management functions.

Qualifications and Experience:

Education:

Advanced university degree required. An advanced degree in Information Technology, Data Science, Software Engineering, Statistics or equivalent is an advantage.

Knowledge and Experience:

  • A minimum of two (2) years of relevant progressively responsible experience in data analytics and systems design and validation, with at least 6 months spent working on ERP and GS1 (Global Standard One) projects.
  • Experience in ERP particularly Oracle Fusion Cloud ERP Purchasing and Inventory modules. This includes a proven track record in navigating the front-end and understanding of backend data.
  • Experience in cloud databases, data extraction, and data processing. Including Oracle backend table design, Microsoft SQL database is required.
  • Excellent working knowledge of MS Excel and should possess a strong command of advanced Excel functions, formulas, Pivot, data validation, and conditional formatting to enable and contribute towards data analysis, data validations, and data sharing enhancement.
  • Knowledge and experience with ETL (Extract, Transform, Load) with the ability to design and implement efficient data integration while ensuring accuracy and consistency. Familiarity with Oracle OIC, Microsoft Synapse, etc. is desirable.
  • Experience in managing a team, particularly within a remote and/or matrix organizational structure is an asset.
  • Experience in IT project management, including planning, executing, and delivering IT projects. This includes a thorough understanding of project methodologies and the ability to effectively manage project implementation that includes risk management, communication, resource management, adherence to timelines, project delivery, and alignment with the organization's objectives is required.
  • Professional written and spoken presentation skills, including the development of reports, and presentations, and the ability to synthesize complex supply chain documents for both technical and non-technical audiences is required.
  • Strong interpersonal skills and the capability to develop and maintain broad diversified partnerships are required.

Languages:

Fluency in English is required. Working knowledge of another official UN language is an asset.
