This is an exciting opportunity to strengthenn and coordinate the implementation of the NRC strategic ambitions on clean energy access. You will support NRC in the development of solutions for procurement, installation, operation, maintenance and repairs, with the aim of increasing energy access for the displacement-affected population in conflict-affected situations where we operate.

What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified Energy Specialist Adviser with relevant professional experience in a private sector and/or energy provider, management consulting or auditor/consulting firm; investment firm or social enterprise with energy/infrastructure focus; or UN/humanitarian/development agency working directly on operationalising clean energy solutions.

What you will do

Some of your specific responsibilities include:

  • Identify NRC’s prioritised way of working to facilitate access to clean energy for displacement affected communities by identifying, prioritizing and structuring energy interventions for NRC programmes including for ensuring safety, quality and sustainability in the energy solutions implemented.
  • Develop energy solutions or integrated energy components into ongoing programmes at Country Office level.
  • Develop guidance on energy needs assessments based on data provided and observations in affected areas or at potential project sites and on community engagement.
  • Develop a guidance on energy market analysis of the possible clean energy solutions for programmes.
  • Identify private actors able to provide innovative services in terms of clean energy solutions at global level.
  • Identify and guide on measures for efficient energy usage in NRC managed programme sites.
  • Provide training to NRC staff where needed, on how to make cost-efficient decisions and enable the staff to move forward with the implementation of clean energy solutions.
  • Support country offices if required through identification of HR needs and recruitment, and the development of standard operating procedures (SOPs) and other technical guidance.
  • Contribute to resource mobilization plans and strategies including partnership development in energy solutions for humanitarian response.

What you will bring

  • Academic qualifications: Advanced university degree in engineering, electrical engineering, sustainable development studies, economics, business administration, environmental management, energy technology, or relevant fields.
  • Experience: A minimum of six years of relevant professional experience in a private sector and/or energy provider, management consulting or auditor/consulting firm; investment firm or social enterprise with energy/infrastructure focus; or UN/humanitarian/development agency working directly on operationalising clean energy solutions.
  • Experience of delivering learning and development as part of programme development and capacity building.
  • Direct experience designing and implementing development/humanitarian projects a highly desirable advantage.
  • Experience in complex and volatile contexts.
  • Demonstrated experience in the design and application of energy solutions, including renewable energy.
  • Experience in the planning, design, budgeting and management of electrical energy systems and energy standards and audits.
  • Have a good understanding of testing equipment and the process of test, inspection, verification, and commissioning.
  • Extensive knowledge of financial, regulatory and/or policy frameworks, renewable energy financial management.
  • Familiarity with renewable energy business development and pilot programming is an asset.
  • Familiarity with other non-solar-based energy solutions (biogas, biomass, hydraulic, wind).
  • Ability to meet reporting deadlines, manage budgets and complete quarterly and yearly reporting.
  • Fluency in English both written and verbal. Working knowledge of other NRC languages (Spanish, French and Arabic) is an asset.
