The Emergency Unit which is part of the Strategy, Programme and Learning Department in HQ is responsible for leading DRC’s approach to emergency preparedness and response, through strategy, policies and concepts. The Unit provides specialist surge staff, funding, training, and other technical support to country and regional operations. The Unit’s goal is to ensure that the organisation is prepared to provide timely, relevant, principled and quality assistance at scale during an acute crisis.

About the job

The Global Emergency Advisor will support the roll-out of the Emergency workstream (working group to strengthen DRC’s approach to emergency response) through 1) contributing to the development of global policy, guidelines and tools through a systematized approach 2) support Regional Offices (RO) and Country Offices (CO) in new and existing responses through technical process roll out and capacity development.

1/ Contribution to the development of global policy, guidelines and tools

  • Contribute to the development, implementation and monitoring of DRC’s emergency response framework specifically DRCs emergency procedures, protocols, policies and tools;
  • Ensure DRC emergency response processes, tools, protocols and policies are up to date with and linked to relevant developments, standards and initiatives within the humanitarian sphere
  • Support alignment with DRC core sectors and response framework in emergency activities, processes, tools and protocols
  • Support coordination and communication across other departments in the roll out and embedding of emergency protocols, processes and tools
  • As part of a team, cover for colleagues and perform other tasks when required or requested by the Head of Unit

2/ Capacity development of CO and RO responding to emergencies

  • Work with regional emergency coordinators to ensure adaptions and updates to DRC emergency response processes and tools
  • Provide support and advice to emergency operations managed by DRC country programmes in line with DRC’s global approach to emergency response
  • Support regional and country office colleagues on Early Warning and Preparedness activities
  • Support country operations in preparedness actions, response scale up and delivery against DRC internal emergency response requirements
  • Deliver capacity building actions to support the roll out of DRC emergency response toolkit and processes
  • Capture and utilize learning from emergencies responded to by DRC

About you

To be successful in this role we expect you to have solid experience with principled humanitarian emergency response and be highly motivated to make a difference for the people affected by acute crisis.

All employees should master DRC's core competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.

Moreover, we also expect the following:

  • At least 6 years experience designing or implementing emergency programming at response or country level
  • Experience within the international humanitarian sector, covering both implementation and strategic/management roles at country
  • Previous experience at HQ or Regional office level is desirable;
  • Experience with emergency response, and the DRC emergency sectors;
  • Experience operating within an INGO with strong operational procedures and compliance requirements;
  • Ability to plan, co-ordinate and lead processes that include multiple stakeholders and interests;
  • Proven diplomatic skills and intercultural competencies;

We offer

Contract length: 12 months – The position is currently temporary due to funding, although there is chance of extension. Currently the position is approved until the end of 2024.

Work place: Denmark

Start date: Earliest possible

Salary and conditions will be in accordance with the agreement between DRC and AC at “fuldmægtig” level. This is a national position for which local terms and conditions apply.
