Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Climate Change Division is to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability. UNEP provides capacity building and technical support to governments to enhance their policy and implementation capacity and helps them access finance to align to the Paris Agreement, decarbonize, anticipate, and adapt to climate impacts. Its work is guided by ambition, innovation, credible science, alignment to global climate goals and needs of individual countries. The GEF Climate Change Mitigation Unit, of the Climate Change Division is implementing two projects “Global Capacity Building Initiative for Transparency (CBIT) Platform: Unified Support Platform and Program for Article 13 of the Paris Agreement - Global CBIT Platform Phase IIA & Global CBIT Platform Phase IIB”. The objective of these projects is to provide streamlined support and capacity building at the country, regional, and global level to enable non-annex I countries under the UNFCCC and developing countries under the Paris Agreement to better respond to reporting requirements and to catalyze increased ambition within country NDCs to contribute to the stated temperature goal of well below 2 degrees and if possible 1.5 degrees. The GEF Climate Change Mitigation Unit require a consultant to undertake a joint Mid Term Review of the mentioned projects. (S)He will be responsible for overall management of the Mid Term Review and timely delivery of its outputs as described in the overall Terms of Reference of the review. The consultant will also lead the Mid Term Review design, data collection and analysis, and report-writing. The consultancy will be homebased, and the consultant will work under the direct supervision of the Task Manager, Climate Change Mitigation Unit, Climate Change Division, UNEP Nairobi. More specifically: - Undertake the inception phase of the review, including: - Conduct project desk review and collate information from the project teams. - Draft the reconstructed Theory of Change of the project. - Prepare the Mid Term Review framework. - Develop the desk review and interview protocols. - Draft the survey protocols. - Plan the Mid Term Review schedule. - Prepare the inception report for review and approval by the Climate Change Mitigation Unit Coordination of the data collection and analysis phase of the Mid Term Review, including: - Conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and stakeholders of the project. - Information collection, surveys, data analysis - Regularly report back to the Climate Change Mitigation Unit on progress. Coordination of the reporting phase, including: - Preparation of a presentation on preliminary findings. - Drafting of the main Mid Term Review Report ensuring it is consistent with guidelines provided, both in substance and style - Liaising with the UNEP Climate Change Mitigation Unit on comments received and ensure that comments are considered during finalization of the Main report. - Preparation of a Response to Comments annex for the main report, listing those comments not accepted and indicating the reason for their rejection. - Propose a Theory of Change (ToC)/ structure for CBIT-GCP III, based on recommendations and areas of improvement identified.

Qualifications/special skills

A Masters degree in energy, environmental sciences or other related policy, political, science & technology discipline is required. A first level degree with an additional two years of qualifying experience maybe accepted in lieu of an advanced university degree. A minimum of 5 years’ experience in environmental field, climate change, sustainability, policy, science, research, project management or any other related field is required. Experience in conducting project evaluations or project reviews is required. Good communication skills to manage/interact with government representatives and people inside and outside of the project team is desired Excellent drafting skills is desired.

Languages

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement.
