Organizational Setting

The Government of the Republic of Trinidad and Tobago is undertaking its readiness activities for accessing Green Climate Fund (GCF) resources for addressing climate change. The project involves strengthening capacity of the Government to access climate finance through extensive stakeholder engagement, with the main objective of improving the monitoring system for climate change impacts on the agriculture sector in Trinidad and Tobago. The activities under this readiness project will provide important baseline data and information that would be useful for future decision making on climate change priorities in the agriculture sector and therefore a basis for concept note and proposal development.

The activities under this consultancy will include the tasks to operationalize a Geographic Information System (GIS) using ArcGIS with online and mobile platforms to collect and analyze datasets required for climate change monitoring as it relates to the agriculture sector. The deliverables from this consultancy will include the technical inputs for the database system and data collection frameworks that will support the monitoring of climate change and the effects on the agricultural sector in Trinidad and Tobago.

Reporting Lines

The GIS Specialist will report to the FAO Representative in Trinidad and Tobago, the Lead Technical Officer in the Food and Agriculture Organization, the Project Coordinator and the National Designated Authority of Trinidad and Tobago (Ministry of Planning and Development).

Tasks and responsibilities

  • Assist with the design and development of a scalable ArcGIS data management system (with mobile application) to best reflect the recommended framework for collection and analysis of meteorological, hydrological, (water flow) and agriculture data (production area and quantity for crops and livestock) established under the project
  • Provide input on the optimum ArcGIS database tools and configuration to meet user needs
  • Format data (shape files, XLS etc.) and input into database
  • Develop survey forms for ArcGIS mobile data collection with the Database Developer
  • Develop appropriate training materials inclusive of user manuals and presentations on the use, management and maintenance of the ArcGIS data management system
  • Conduct training workshops with relevant staff in ministries and agencies in collaboration with Database Developer
  • Prepare training report with input from the Database Developer
  • Lead on the field piloting of the database system including data collection using mobile application and database integration
  • Update and manage ArcGIS database
  • Other related tasks as necessary

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • A recognized degree in GIS, Geomatics, or a related area.
  • At least 3-years’ experience in ArcGIS, including database configuration/setup and ArcGIS mobile applications
  • National of Trinidad and Tobago or resident in the country with a regular work permit.
