Organizational Setting

The Food and Agriculture Organization (FAO) of the United Nations is mandated by the United Nations General Assembly to lead international efforts to defeat hunger and poverty around the globe. The Organization has broad mandate, which covers multiple disciplines and sectors (agricultural crops, livestock, forest management, fisheries, climate change, management of natural resources, legal and policy frameworks, etc.), and it allows the provision of a holistic and multi-sectorial support on climate change mitigation and adaptation in the fisheries, forestry and land-use sectors, and benefit from the advice of technical experts from different technical areas.

In line with the above mandate, and in response to the needs of the country, FAO Gambia and partners are implementing the Climate Fishery Initiative for Livelihood Improvement in the Gambia (PROREFISH Gambia) project. The Project aims to address increased resilience and enhanced livelihoods, health, wellbeing, food and water security of the most vulnerable people, communities, and regions.

The project intends to invest in improving the public sector capacities to monitor the fisheries sector and its associated ecosystems and integrate climate risks. This will include the organization of trainings on improved monitoring of climate change impacts on fisheries and mangroves ecosystems. It is planned to address beneficiaries’ capacities to ensure regularly updating the status of mangrove cover using field observation and remote sensing to provide spatio-temporal information on mangrove ecosystem distribution, species differentiation, health status and ongoing changes of mangrove population. Female and female youth citizens will be involved in the training and in the monitoring and reporting exercises.

Similarly, the project will support the expansion of Ministry of Fisheries and Water Resources’ capacities and will provide them with improved equipment and stations for georeferenced monitoring and ground truthing of fisheries habitats (mangrove forests) as well as fisheries livelihoods.

Reporting Lines

Under the overall supervision of the FAO Representative in The Gambia, the Technical Supervision of the Lead Technical Officer (LTO) and the direct supervision of the Assistant FAOR Programmes, the consultant will be responsible to gather all relevant information to produce the required result.

Technical Focus

The incumbent will focus on organize trainings and, on the job learning opportunities for national institutions on georeferenced monitoring of the fisheries sector and its associated ecosystems and integrate climate change risks.

Tasks and responsibilities

• Design and develop a needs-based training plan and agenda for line ministries. • Prepare training material, organize, and facilitate trainings, on best-practices for georeferenced data collection, management, analysis, and visualization; and how to manage and update georeferenced data, ensure data quality control. • Provide training and coaching to strengthen the capacity of relevant civil servants from line ministries to understand and apply GIS data and analysis and to perform basic GIS tasks, specifically for activity location data.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree or equivalent in Environmental Science, Natural Resource Management especially in Remote Sensing and Geospatial Sciences. • Excellent knowledge of English and limited knowledge of French • Working knowledge of one or more local languages will be an advantage. • At least 5 years of work experience in Natural Resources Management and Climate Change • Have been involved in at least two (2) similar activities.
