WFP’s Regional Bureau for the Middle East and Northern Africa (RBC), based in Cairo, Egypt, provides strategic guidance, policy/technical support and direction to WFP operations and activities in 16 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Moldova, Morocco, State of Palestine, Syria, Tunisia, Turkey, Ukraine and Yemen. These country offices aim to assist roughly one-third of all of WFP’s beneficiaries (approx. 30 million) in some of the most critical humanitarian emergencies of our time. RBC is also active in the ‘Changing Lives’ side of WFP’s mandate, helping national governments and local communities improve nutrition, livelihoods, school feeding, social protection, climate and disaster risk reduction and other programmes that build resilience and support development.

ORGANIZATIONAL CONTEXT

The Associate will be based in the Regional Bureau Cairo and report to the Regional Logistics Officer and will work in close communication with the Geographical Information System GIS in Emergencies team in headquarters, the RAM GIS focal point in the regional bureau, the Corporate Commodity Accounting Team LESS WFP (within SCOL-O branch) and Sustainable Supply Chain team (withing SCOE branch) in headquarters.

The Associate is expected to take responsibility for the compilation of a range of activities sustaining data analysis and mapping processes in support of the supply chain sustainability and LESS functions.

JOB PURPOSE

The Sustainable Supply Chain (SSC) Unit envisions a future where its supply chain (SC) is carbon neutral for its regular operations, and strives towards neutrality when responding to extraordinary events, with a positive impact on the natural environment of people, communities, and governments we serve.

To this end, the SSC Unit is developing a Supply Chain Scope 3 Emissions Baseline for 2023 to better understand the environmental impact of WFP supply chain interventions. The scope of the Supply Chain Emissions Baseline includes emissions steaming from contracted freight (ocean and landside transport). To calculate the latter is essential to have a good estimation of transport distances. Therefore, to calculate commercial transport related emissions, and hence complete the baseline, a mapping of transport routes distances is required.

This work will serve and feed into the ongoing project led by SCOLO, the Locations Digitalization, which allows connecting LESS locations and GIS locations (maintained by EME) for which details such as admin layers, location type, coordinates etc. are available.

KEY ACCOUNTABILITIES (not all-inclusive)

The GIS Logistics Associate will support the development of workflows, systems, and tools in order to be able to:

  • Under the technical supervision of the GIS in Emergencies team and the regional LESS focal point, act as the focal point for the integration between GEFS and LESS location master data.
  • Ensure that all loading and unloading points are resolved (i.e. linked to a GIS location).
  • Ensure that all the transport routes have the afferent distances and ensure their consistency and integrity.
  • Liaise with the RAM GIS focal point and assist in the production of maps and other geospatial products as required.
  • Promote implementation of standards related to WFP master location data and Location Resolution Tool (LRT) and support field colleagues by developing procedures to improve the use of standard locations within WFP systems.
  • Aggregate, analyze and upload GIS/LESS data on DOTS platform as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree or university degree in Geographic Information Systems (GIS), Computer science or other relevant fields is preferable.

Experience:

  • Profound experience working with GIS software ArcGIS 10.x, Quantum GIS and other Open Source software knowledge is an asset.
  • Minimum of one year of relevant professional experience in the field of Geographic Information Systems.
  • Six years of total professional experience.
  • Data analysis experience and data modelling is an advantage.

Knowledge and skills:

  • Strong knowledge of spatial analysis and geocoding techniques.
  • Good knowledge of end-to-end supply chain management is an advantage.
  • Advanced GIS and geospatial data management skills.
  • knowledge of ArcPy for GIS workflow automation is an asset.
  • Strong Microsoft Office 365 skills.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to work independently and within a team.

Language:

  • Fluency (level C) in English language, written, spoken and oral comprehension is a must.
  • Fluency in Arabic language is a must.
