ORGANIZATIONAL CONTEXT

These roles are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs), and report to a more senior VAM or Programme Policy Officer. Job holders operate independently and are involved in operational activities and related analytical work.

JOB PURPOSE

To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Help in organizing and managing data and information for decision making.
  2. Conduct GIS, geospatial and remote sensing analysis.
  3. In compliance with VAM/MEAL Standard Operating Procedures, guidelines, procedures, methodologies and manuals, prepare guidelines, procedures and manuals to ensure proper methodology for data protection and privacy in coordination with all units operating in Country office related with data management in any format.
  4. Undertake reporting obligations including developing questionnaires, developing dashboard, and contribute to donor reports, food security and nutrition analysis reports and the annual country report among others.
  5. Ensure compliance to corporate guidelines on data protection.
  6. Any other duties as required.

FUNCTIONAL CAPABILITIES

Capability Name Description of the behaviour expected for the proficiency level Food Security Analysis Demonstrates ability to conduct structured food security analysis—Identify underlying macro and micro factors impacting food security of communities and countries. Provides findings and recommendations for the programmatic response. Food Security Monitoring Manages the implementation of food security monitoring systems. Investigates any observed anomalies in the datasets and informs program management for operational response. Technical Specialized Knowledge (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.) Provides managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.) Food Security Assessment Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response. Strategic Operational Understanding Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.

STANDARD MINIMUM QUALIFICATIONS

Education:Advanced University degree in Computer Science, GIS, Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

Experience:

  1. Cultivated sustainable relationships with local NGOs, government authorities, and other implementation partners.

    1. Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modeling needs.
    2. Performed monitoring, evaluations and assessments at multiple field locations.

    Knowledge & Skills:

    SQL, Python, SPSS, STATA, GIS, etc.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
  • Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
  • Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
  • At least three or more years of relevant working experience.
